<br />18g <br /> <br />METHOD OF CHANGE <br /> <br />I <br /> <br />There are two methods which are generally referred to in <br />speaking of methods of change. These are (1) the "earthquake" <br />approach; and (2) gradual change through phase plans. <br />The earthquake approach advocates a drastic change in the <br />City staff within a relatively short period of time. My ex- <br />perience has been that the lingering after effect of drastic <br />remedies administered in a drastic way often cancel out many of <br />the desired benefits. In addition, it is my opinion that the <br />City organization, at this time, does not require major changes. <br />The more desirable alternative is gradual chnage through <br />phase plans.
