<br />18h <br /> <br />PHASE PLANS <br /> <br />I <br /> <br />Phase plans are generally short-term, intermediate <br />structural changes viewed as feasible steps toward the <br />accomplishment of the long-term plan. They thus provide <br />for changes in personnel, facilities, and services in an <br />orderly way. <br />Outlined below are three plans which I recommend as <br />the method of change to be used in reaching the City's <br />long-term structure and ultimately our objectives. <br /> <br />PHASE I <br /> <br />Figure 3 outlines the initial steps to be taken in <br /> <br />making our organizational structure conform to the 10ng- <br /> <br />term structure. <br /> <br />It includes the elimination and consolidation of the <br />II following positions: <br />1. Assistant to the City Manager---While it will no <br />doubt place extra duties and responsibilities on myself and <br />other staff members, I feel that we can do without a full- <br />time assistant until the beginning of the new budget year. <br />I do recommend that you allow me to appoint a senior staff <br />level person to serve in a dual role as Director and Assistant <br />City Manager. An appropriate salary would be established at <br />budget time with your approval. <br />2. Director of Personnel---I will continue to serve as <br />Director of Personnel; however, I do need an individual to <br />perform the duties of a personnel technician.
