This <br /> <br />I <br /> <br />employee would be classified as grade E-7 and would receive <br />a starting salary of $15,446 per year. By comparison, the <br />past Director of Personnel was classified in grade E-l0 and <br />received an annual salary of $21,685. <br />3. Assistant City Attorney---This position is not needed <br /> <br />at this time. In instances where special legal assistance is <br /> <br />needed, we will consider <br /> <br />obtaining outside expertise with your <br /> <br />approval. <br />4. Assistant Water and Wastewater Superintendent---This <br />position was approved in the current budget but has never been <br />filled. The starting salary for the position is $11,526. <br /> <br />recommend the elimination of the position. <br /> <br />I <br /> <br />5. Purchasing Agent---The purchasing agent has overall <br />responsibility for the purchase, storage, and distribution of <br /> <br />supplies to the various departments. This individual is also <br /> <br />responsible for maintaining the City's inventories and property <br /> <br />records. Very few cities the size of San Marcos have a central <br /> <br />purchasing facility. This is primarily due to the costs in- <br /> <br />volved in supporting an operation of this nature. While definite <br /> <br />economics can be achieved under such a system, I feel that we <br /> <br />can come very close to achieving these same cost savings <br /> <br />through a conscientious effort by our staff. Any differences <br />would not be justifiable because of the lack of facilities, <br /> <br />equipment, and staff needed to maintain a central puchasing <br /> <br />. <br /> <br />-11- <br />
