l8k

PHASE PLANS
Page 3

operation. On the other hand, I do feel that the City needs to

I

maintain inventory and permanent records. To accomplish this, I
feel that the individual currently occupying this position should

be transferred to the Accounting Department. This would

become effective October 1, 1979 and an appropriate job

description and salary would be presented to you at budget time.
6. Recreation Supervisor---This has been a very difficult
position to evaluate. I feel that we can do without a super-

visor; yet, we may need the assistance of a Recreation Specialist.

I will work closely with the Director of Community Services and

the new Parks and Recreation Director to try and maintain our

recreation programs at the same level without a Recreation

Specialist. However, in the event our recreation programs cannot

be maintained at their present levels, I ask that you approve

I

the creation of a Recreation Specialist position to start at the

grade 12, step A level of $9,714 per year. This compares to the

present beginning salary of $11,526 (E-1A) for the position of

Recreation Supervisor.

,7. Building Maintenance Foreman and Grounds Maintenance

Foreman---There are currently two vacant foreman positions in

the Parks and Recreation Department. We presently have eight

individuals working in the area of parks, grounds, and building

maintenance. I recommend that we combine these two foreman

positions into one maintenance foreman position effective

immediately. This will still leave us with sufficient

supervisory personnel to direct the parks, grounds,

.

-12-
