Smith. The petition, carrying the signatures of 556cpersons, asked that the following propositions be placed on the April Election ballot: Proposition I: The Charter of the City of San Marcos shall be amended to give the people the right to call a vote to approve or reject any excessive spending or excessive taxes levied by the City Council, by deleting the following wording which excludes this right: Article VI, Section 6.01 shall be amended to delete from the first sentence: ", except ordinances appropriat- ing money. or levying taxes, or ordinances repealing ordinances appropriating money or levying t~xes,~. Proposition II: The Charter of the City of San Marcos shall be amended to give the people the right to call a vote to approve or reject issuance of bonds, by amendment deleting the following words which exclude this right: Article VI, Section 6.02 shall be amended to delete from t!'1e first sentence: ", except that ordinance authorizing the issuance of bonds (either tax bonds or revenue bonds), whether original or refunding bonds, shall not be subject to such referendum." Of the 556 signatures appearing on the petition, 110 have been declared void because there is reason to believe that the signer is not a registered voter of the City, or the signer has signed the petition more than once, or the signature appears to be that of someone other than the person whose name was signed. Therefore, the petition is declared to contain the valid signatures of 446 registered voters of the City of San Marcos. A more complete description of the petition is .attached.
