Regular Meeting <br /> <br />April 12, 2004 <br /> <br /> 67. <br />Page 3 <br /> <br />stated he has appointed someone to follow this assessment through to the <br />end,' and the City should rece'ive their report by April 27, 2004. Mayor <br />Habingreither thanked Mr. Lohoefner for his apology and for attending the <br />meeting. <br /> <br />Mayor Habingreither introduced a public hearing regarding an Annexation <br />Ordinance, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />ANNEXING TO THE CITY A TRACT OF LAND CONTAINING 594.128 ACRES, MORE <br />OR LESS, LOCATED NORTHWEST OF THE 3100-3400 BLOCKS OF POST ROAD (AGUA <br />TIERRA TRACT); APPROVING A SERVICE PLAN FOR THIS TRACT; INCLUDING <br />PROCEDURAL PROVISIONS; AND DECLARING AN EMERGENCY. <br /> <br />Mayor Habingreither-opened the public hearing and asked if anyone wished <br />to speak. No one did, so Mayor Habingreither closed the public hearing. <br /> <br />Mayor Habingreither introduced for consideration a public hearing and <br />approval of an Ordinance on first reading, the caption which was read as <br />follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />READOPTING AND CONTINUING ARTICLE 3, CURFEW, OF CHAPTER 54, <br />MISCELLANEOUS OFFENSES, OF THE CITY CODE IN ACCORDANCE WITH STATE <br />LAW; AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mayor Habingreither opened the public hearing and asked if anyone wished <br />to speak. No one did so Mayor Habingreither closed the public hearing. <br />Ms. Narvaiz moved for approval of the Ordinance on first reading, and Mr. <br />Thomaides seconded the motion. Mr. Mark Taylor stated this Ordinance is <br />required to be readopted every three years. The Council then voted <br />unanimously for the approval of Ordinance on first reading (Mr. Taylor and <br />Mr. Montoya were not in the Chambers during this vote). <br /> <br />Mayor Habingreither introduced a public hearing to receive citizen <br />comments on 2004 Community Development Block Grant (CDBG) Allocation. <br />Mayor Habingreither opened the public hearing and asked if anyone wished <br />to speak. 1) Debi Perkins, Hays-Caldwell Women's Center, stated the <br />Women's Center and Youth Council is requesting $200,000.00 of CDBG funds. <br />She stated the two groups have decided to proceed with building plans <br />separate from the Village project due to security issues. 2) Harry Ingham <br />stated he is an Engineer and a Member of the Hays-Caldwell Women's Center <br />Board. He stated the total amount of the project will cost $622,000.00 <br />and the difference between their request and the balance will be raised. <br />3) Marla Johnson, Executive Director of Women's Center, stated the <br />$200,000.00 they are requesting from the CDBG funds is for a Family <br />Violence Center. Mayor Habingreither asked if anyone else wished to <br />speak. No one did, so Mayor Habingreither closed the public hearing. <br /> <br /> <br />
