<br />I <br /> <br />a. Step 1 Preliminary Engineering and Planning Services: <br />Provide professional services including, but not limited <br />to studies, reports and estimates, for completion <br />of Step I items as follows: <br /> <br />(1) Determine the scope and services required of <br />Step I to meet the requirements of Public Laws <br />92-500 and 95-217 based on current and anticipated <br />conditions in San Marcos. <br /> <br />(2) Preparation of public participation work plan <br />and preparation and attendance at six (6) public <br />meetings in San Marcos in accordance with an <br />approved Public Participation Outline. <br /> <br />(3) Preparation of a Pretreatment Evaluation Survey <br />in accordance with Public Law 95-217. <br /> <br />1 <br /> <br />(4) Preparation of a Sewer System Infiltration/In- <br />fl ow Anal ys is. <br /> <br />(5) Preparation of a Facilities Plan, including an <br />Environmental Assessment of the proposed works. <br /> <br />b. Designs, Plans and Specifications: Make necessary <br />field surveys; advise with the'Owner as to the number <br />of borings, test pits, and other foundation explora- <br />tions necessary to give a general indication as to <br />the type and kind of subsurface conditions which can <br />be expected along the right-of-way of the proposed <br />project, and to observe the borings, test pits, and <br />other foundation explorations which the Owner deems <br />necessary; prepare working drawings and specifications; <br />prepare forms of proposals; prepare applications for <br />licenses and/or approvals from local and state authorities; <br />attend conferences and assist in the coordination <br />of the work and other interested parties; and assist <br />in the award of construction contracts. The Engineer <br />shall not proceed with any service under this paragraph <br />without written authorization by the Owner. <br /> <br />c.
