Scope. <br /> <br />This procedure is to establish a method of communications <br />between the City Council and the operating staff--likewise, <br />it is the implementation of the Charter revision passed <br />April 7, 1979 by the voters of San Marcos, Texas. <br /> <br />II. Definitions. <br /> <br />A. Communications - Oral or written messages between members <br />of the San Marcos City Council and the City Manager or <br />members of the City Staff. <br /> <br />B. Emergency - A situation in which human life or property <br />1S 1n Jeopardy and the prompt summoning of aid is <br />essential! <br /> <br />C. Complaint - A citizen input concerning the operational <br />procedure of any department or facility under the <br />jurisdiction of the City of San Marcos. <br /> <br />D. Problem - A situation arising within the City that hinders <br />the normal operation of a facility, department, or public <br />service that is not an emergency but does require attention <br />of staff personnel and may require the funds not allocated <br />for in the normal operating budget. <br /> <br />E. Staff - Personnel employed by the City of San Marcos, Texas <br /> <br />F. Urgent - A communication to the Management that will requir <br />act~on within forty-eight (48) hours. The requirements for <br />action, if not acted upon, could develop into a hazard to <br />the health, safety, or well being of citizens of this City. <br />
