<br />I <br /> <br />I <br /> <br />~ <br /> <br />PAGE 2 <br />COMMUNICATIONS PROCEDURE <br />COUNCIL TO STAFF <br />May 14, 1979 <br /> <br />III. <br /> <br />Purpose. <br /> <br />This procedure is established in compliance with the <br />amendment to Section 3.05 of the Charter passed the <br />7th day of April, 1979. This is to establish guide- <br />lines to be followed to effect the Mayor as the <br />principal liaison between the City Council and the <br />City Staff. This procedure is not established to <br />eliminate direct Council-Staff communications in the <br />event of an emergency as that state is defined herein; <br />however, it's purpose is to eliminate more than one <br />member of the City Council utilizing staff time to <br />answer questions identical to those posed by other <br />Council Members, thereby removing staff members from <br />their productive jobs. <br /> <br />IV. <br /> <br />Procedure. <br /> <br />A. Any Council Member finding it necessary to <br />communicate with the City Manager or Staff <br />personnel will direct his input through the <br />Mayor. The Mayor, in turn, will forward all <br />communications to the City Manager for action <br />and answers. <br /> <br />B. Whenever possible, Council Members are requested <br />to put their communications in writing so that <br />all members of the Council can be made aware of <br />the input to the City Staff. A communications <br />file will be maintained by the Mayor of all <br />requests for information or action to the Staff, <br />with the Staff action or response attached to the <br />request form. (This form will be in three parts <br />with one copy to be retained by the Council Member, <br />one to be maintained permanently in the file, and <br />one to be taken by the Mayor for distribution to <br />the appropriate personnel.) <br /> <br />Staff personnel desiring to communicate with the <br />members of the City Council will follow this same <br />procedure to insure sufficient documentation of <br />all interchange communications. The Staff, however, <br />will submit their communications through the City <br />Manager. <br /> <br />C., Communications of an urgent or emergency nature 'will <br />be forwarded to the City Manager or his designated <br />representative as soon as possible, not to exceed <br />forty-eight (48) hours, answers to both emergency <br />and urgent requests will be returned to the Nayor <br />within forty-eight (48) hours.
