<br />I <br /> <br />CITY OF SAN MARCOS <br />CITIZEN PARTICIPATION PLAN <br />-COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM- <br /> <br />I <br /> <br />The Community Development Citizen Advisory Board (CAB) is the sounding <br />board for the City of San Marcos citizen input with respect to the CDBG pro- <br />gram. The CAB is composed of citizens who have expressed an interest in <br />building the direction of the city's growth. The committee is demographically <br />balanced with representatives from all parts of the city. The committee will <br />be duly represented by the elderly, handicapped, persons of low and moderate <br />income, members of minority groups and residents of comprehensive neighborhood <br />revitalization areas which are proposed or ongoing. As a result the City of <br />San Marcos CAB will serve as the vehicle for community-wide citizen participa- <br />tion. Citizen participation at the neighborhood level will be secured via <br />public hearings to be held in at least four designated public places during <br />the development of a CD Application. <br /> <br />All meetings of the CAB are to be openly publicized via the newspaper and <br />radio. Included in all notices will be an invitation to all interested citizens <br />as well as community organizations to attend and express their opinions on the <br />CDBG Program. All CAB notices will be provided both in English and Spanish at <br />all times. In addition, a bilingual staff person fluent in English and Spanish <br />will be present at all CD meetings to translate any and all material if necessary. <br /> <br />Scope of Participation <br />Members of the CAB are charged with seeking the opinions and concerns of <br />city-wide groups or neighborhood groups. Through the interaction of these diverse <br />I opinions a Single concensus is to be forged. The CAB will study and research the <br /> <br />1 <br />
