<br />I <br /> <br />I <br /> <br />I <br /> <br />problems of an economic, physical, and social nature which plague the city, <br />assess the identified problems in relationship to priorities and make recom- <br />mendations to the City Council on a proposed program of activities designed <br />to alleviate identified problems. <br /> <br />Program Implementation <br />The citizen participation process shall be an ongoing and continuous pro- <br />cess during the course of the CD fiscal year. Monthly CD council meetings will <br />be held to provide CD council members, and the general public an opportunity to <br />voice their opinions and make recommendations on the implementation, monitol"ing <br />and evaluation aspects of a .CD Program. <br /> <br />Citizen participation with respects to the development of a CD application <br />will be secured through a series of public hearings to be held throughout the <br />city. Once written approval is secured from HUD on a proposed CD application <br />citizens will play an advisory role with respect to program implementation <br />through the aforementioned CD council monthly meetings. In addition. a time <br />schedule will be prepared by citizens during a CD council meeting (s) for each <br />HUD approved activity. Incorporated in these time schedules will be monitoring <br />and evaluation components. Particulars about these two components (i.e., how, <br />when. where, how often, etc.) are to be developed following HUD approval of a <br />CD appl ication. <br /> <br />Citizen participation will also be secured through the above mentioned CD <br />monthly meeting to select any contingency activities or on any subsequent amend- <br />ments or changes to the CD program, CD plan, and/or Housing Assistance Plan. <br />Formal public hearings concerning CD amendments will be conducted only when prior <br />HUD approval of application amendments is required. <br /> <br />2 <br />
