<br />I <br /> <br />I <br /> <br />I <br /> <br />1. background information on the CDBG program <br />2. highlights of the program regulations in effect <br />3. eligible activities <br />4. ineligible activities <br />5. citizen participation structure and plan <br />6. schedule of events (process to be followed in drawing up and <br />approving the local application, other important program re- <br />quirements such as A-95 clearinghouse review, annual perform- <br />ance report, etc.) <br />7, performance profile <br />8. availability of CD documents for public inspection <br /> <br />A review of the above named topics in addition to any other deemed <br />necessary will be presented at each of the four public hearings to be <br />scheduled by the applicant in an effort to provide citizens with necessary <br />and essential CDBG program information. <br /> <br />Pub 1 i c Heari ngs <br /> <br />Public hearings will be held in accordance with program regulations in <br /> <br />effect. In accordance with fiscal year 1978 program regulations two types of <br /> <br />public hearings will be held prior to submission of an application to the <br /> <br />funding agency: <br /> <br />1. to obtain views and proposals of citizens at the initial stage <br />of application development on community development housing <br />needs and priorities, and to obtain comments on the City of San <br />Marcos community development performance. <br /> <br />2. to obtain views of citizens on the proposed application prior to <br />submission of the application to A-95 clearinghouses. <br /> <br />In compliance with these requirements, four public hearings will be held <br /> <br />in the development of the City of San Marcos CD application. Efforts will be <br /> <br />made to hold said public hearings in centrally located areas. In order to give <br /> <br />adequate notice of public hearings, the City of San Marcos will publish 10 days <br /> <br />prior to each public hearing a notice in easily readable type in the non-legal <br /> <br />section of newspapers of general circulation. Such notices shall be published <br /> <br />both in English and Spanish and shall indicate the dates, times, places, pro- <br /> <br />4 <br />
