<br />I <br /> <br />I <br /> <br />ADDENDUM TO <br />PART IV - PROGRAM NARRATIVE <br />PART VII - PROJECT EVALUATION <br /> <br />Progress on implementation of the project objectives <br />will be.~valuated ultimately by the City Manager. The <br />Project Director will work closely with the project consultants <br />to ensure satisfactory progress in the areas of research <br />and required reports to the various related agencies. Further- <br />more, the City Manager will evaluate the performance of the <br />Project Director in overall progress of the program. <br /> <br />Consultant recommendations will be evaluated by the <br />project staff which consists of the City Manager, Administrative <br />Assistant to the City Manager, and the Director of Finance. <br />When deemed advisable to do so by the City Manager, the <br />rest of the City Manager's senior staff may be called on <br />to provide input and recommendations on the implementation <br />of various components of the project. In all cases, final <br />implementation of personnel policy will rest with the City <br />Manager. <br /> <br />The City recognizes the need to continually and systematically <br />monitor the various personnel elements. Each element will <br />be reviewed by the project staff vis-a-vis the .results or benefits <br />expected (Part 4, Section 4). This review will be undertaken <br />on an annual basis following implementation of the various <br />personnel components. The consultants will provide objective <br />standards for the project staff to use in measuring the <br />effectiveness of the program. The objectives will be measured <br />against standards established by the Texas Municipal League <br />and the Office of Personnel Management, U.S. Civil Service <br />Commission. The City's program will also be evaluated against <br />personnel programs in effect in other communities of comparable <br />size. <br />
