The Lick of sufFicient <br />internal staff and general administrative resources has <br />pervel1ted the updating af the necessary personnel clements. <br />At this time, it is propased ta expand the capability af <br />the City's staff to respond ta this need. Thraugh the <br />funding of the praposed praject, the City of San ~Iarcos <br />witll the assistance of professional consultants will be <br />able to develop and maintain the needed personnel manage- <br />ment elements. Specifical1y, the Ci ty of San Marcos needs <br />to address the following problems: <br /> <br />1. Need to update the City's affirmative actian pragram <br />to ensure equal employment opportunity for all <br />employees. <br /> <br />2. Need to update employee compensation plan. <br /> <br />3. Need to improve personnel policies to more.:effectively <br />manage a growing City work force. . <br /> <br />4. Need to review and update jab descriptions covering <br />all City positions. <br /> <br />5. Need to upgrade the employee manual which cle<lrly <br />identifies the employee's role in City gavernment. <br />
