I I I 24 RESOLUTION NO. 1978-12-R A RESOWTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ORDERING AN ELECTION TO BE HELD ON THE 1ST DAY OF APRIL, 1978 FOR THE PURPOSE OF ELECTING OFFICIALS FOR SAID CITY AND ESTABLISH- ING PROCEDURE FOR SAID ELECTION. WHEREAS, the laws of the State of Texas provide that on April 1,,1978, there shall be elected the following officials for this City: Council Member, Place 4 Council Member, Place 5; and \lliEREAS, the laws of the State of Texas further provide that the Election Code of the State of Texas is applicable to said election, and in oroer to comply with said Code, an oroer should be passed establishing the procedure to be followed in said election, and designating the voting places and presiding officials for said election; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS: PART 1. That all independent candidates at the election to be held on the first Saturday in April 1, 1978, for the abovementioned offices file their application to become candidates for Place 4 or Place 5 with the Mayor of this City at City Hall, on or before 30 days before the date of said election. PART 2. That all of said applications shall be substantially in the follOlJing form: "To the Mayor of the City of San Marcos, Texas: I hereby request that my name be placed upon the official ballot for the election to be held on the 1st day of April, 1978, as a candidate for Place Co\IDcil Member of said City. I hereby certify that I am above the age of 18 years, a qualified elector and have resided 12 months next preceding said election in said City, and I am eligible to hold office \IDder the Constitution of this State. That all candidates shall file with said application the loyalty affidavit required by Article 6.02 of the Election Code. PART 4. That the Secretary of this City shall, in accoroance with the tenns and provisions of Article 13.32 of the Election Code, post in her office 'the names of all candidates who have filed their applications in accoroance with the terms and provisions of this oroer, and said names shall be posted at a conspicious place in said office for at least 10 days before said Secretacy orders the same to be printed on the ballot for said election. PART 5. That this City having eleven election precincts, said election shall be held at the following places in said City and the following named persons are hereby appointed officers for said election: In Election Precinct No. 11, at Dunbar Center in said City, with Yancy Yarbrough as Presiding Judge and Mrs. Celestino Mendez as Alternate Presiding Judge, and said Presiding Judge shall appoint the necessary clerks to assist him which shall not exceed four clerks. In Election Precinct No. 12, at Guadalupe Center in said City, with Joe Gonzales as Presiding Judge and Mrs. Luciano Flores as Alternate Presiding Judge, and said Presiding Judge shall appoint the necessary clerks to assist him which shall not exceed four clerks.
