Community Development Objectives and History <br /> <br />Community Development is a federal grant program for <br />cities administered by the Department of Housing and Urban <br />Development (HUD). As stated by Congress, the primary <br />objectives of the program are the development of viable <br />urban communities by providing decent housing and a suitable <br />living environment and expanding economic opportunities, <br />principally for persons of low and moderate income. The <br />Community Development Block Grant program, enacted by <br />Congress in 1974, replaced many other HUD grant programs <br />such as Concentrated Code Enforcement and Urban Renewal. <br />In the past few years of Community Development in San <br />Marcos, most of the monies have funded Public Works improve- <br />ments and housing activities. Public Works projects have <br />included the installation of drainage structures, water and <br />sewer lines, sidewalks, and streets. Housing activities <br />have included real estate acquisition for slum clearance, <br />relocation of families displaced by acquisition, and re- <br />habilitation of substandard homes. <br /> <br />II. Federal Requirements for Citizen Participation <br /> <br />Citizen input in the Community Development Block Grant <br />Program is required by the federal government. The City of <br />San Marcos endorses the concept of citizen participation. <br />Prior to submission of a Community Development grant <br />application, the City must assure the federal government it <br />has complied with citizen participation guidelines. <br />The City must have: <br />1. provided citizens with adequate information <br />concerning the amount of funds available for proposed <br />community development and housing activities, the range of <br />activities that may be undertaken, and other important <br />program requirements; <br />Z. held public hearings to obtain the views of <br />citizens on community development and housing needs; and <br />3. provided citizens an adequate opportunity to <br />participate in the application. <br />
