San Marcos Citizen Participation Plan <br /> <br />The City of San Marcos has approached viable citizen <br />participation through six (6) methods: <br />1. Neighborhood meetings held through the community <br />by the Urban Renewal Board of Commissioners; <br />2. Questionaires distributed to civic and social <br />groups soliciting input regarding community needs and <br />problems; <br />3. Distribution of 4,000 questionaires dealing with <br />neighborhood problems through the utility billing system; <br />4. Public hearings with Council-appointed boards and <br />commissions - Planning and Zoning and Downtown Revitalization; <br />5. Public hearings with the City Council; and <br />6. Use of the media to include radio, television, and <br />newspaper. <br /> <br />1. Neighborhood Meetings <br /> <br />Since most of the data gatherings, including the <br />complete Housing Stock survey, has been built around the <br />enumeration districts established by the R. L. Polk Company, <br />the neighborhood meeting schedules are drawn based on <br />district lines. This allows City staff members to dis- <br />seminate to area residents particular information unique and <br />relevant to readily identifiable sections of the city. <br />We have grouped the districts for meeting purposes <br />because of the size of the community. During the first year <br />of citizen participation when ten (10) meetings were held, <br />some meetings were cancelled when no one other than City <br />staff attended. Grouping the districts as we are now doing <br />enhances our attendance, we feel, since publicity on the <br />upcoming meetings can be more concentrated. <br />The districts were formed for the purpose of neighbor- <br />hood meetings by combining the ten (10) enumeration districts <br />into five (5) sets of two districts. For example, Enumeration <br />Districts Two (2) and Six (6) were combined to form Neighbor- <br />hood District I. The five (5) neighborhood districts are <br />drawn on a map provided herein (Appendix A). <br />Information to be presented at the meetings includes <br />the purpose of the Housing and Community Development Act of <br />1974 and its objectives, specific objectives, eligible <br />activities, ineligible activities, and the rules governing <br />the Act which pertain to environmental clearances, A-95 <br />
