<br />I <br /> <br />I <br /> <br />. <br /> <br />149g <br /> <br />The City of San Marcos is concerned with much more than <br />meeting just the letter of the Act regarding citizen participa- <br />tion. The program outlined here is designed to actually get <br />out and get in touch with local residents. <br />Neighborhood meetings, we feel, provide a great deal of <br />personal attention. We will be talking to people on their <br />own home ground which will give them the opportunity to talk <br />from a position of strength, buoyed by friends and neighbors. <br />The City of San Marcos also sees this process as an on- <br />going process, a system. As projects and programs phase in <br />and out, the citizen meeting will be continued in order to <br />evaluate effectiveness and to continue planning. <br />Lastly, the City views this as not only a means of <br />acquiring information for Community Development under the <br />Housing and Community Development Act of 1974, but as an end <br />to developing a responsive budgeting system for expenditure <br />of funds elsewhere in the City such as the utility, general, <br />and revenue sharing funds. We feel that the multifaceted <br />approach used will provide our residents with an opportunity <br />to provide consistent and highly representative input to the <br />City's decision process. <br />
