<br />I <br /> <br />I <br /> <br />. <br /> <br />149f <br /> <br />Before the Council meets on Community Development, <br />there will be provided a comprehensive report of the input <br />gathered from citizen participation. Accompanying the <br />citizen input will be the formal reports from the Council- <br />appointed panels. <br />There will be three (3) public hearings: One pre- <br />ceeding the Council's establishment of needs and long-range <br />objectives; one in advance of establishment of short-term <br />objectives; and finally, a public hearing before the Council's <br />decision on the actual budget. <br />These meetings will represent the actual decision- <br />making process in development of the application. Through- <br />out the three (3) meetings, priorities will be set and <br />projects and programs approved. Since this is the crucial <br />point in the actual development of the application, all <br />meetings dealing with Community Development will be public <br />hearings, and active participation from citizens will be <br />sought through the local media and contact with community <br />leaders and institutions. <br /> <br />6. News Media Assistance <br /> <br />A key ingredient to the success of the Community <br />Development citizen participation effort will be the assistance <br />of the news media. In all stages of the Community Development <br />process, the local media will playa vital role. <br />The City has prepared a series of news articles for use <br />by the media. The articles will be used primarily to <br />educate the public about the Community Development projects, <br />benefits of the housing programs, explanation of the program's <br />guidelines, and an explanation of citizen participation plan <br />highlighting the input opportunities for local citizens. <br />As the time draws near for the various neighborhood <br />meetings, the local media will announce the meeting times, <br />places, and dates. Radio and Cable TV time has been donated <br />for daily public service spots concerning citizen participation <br />meetings. <br />The radio stations have talk programs available to the <br />city in English and Spanish. We will use them for two (2) <br />purposes: (1) explanation of the program and (2) urging of <br />citizens to attend neighborhood meetings. <br /> <br />IV. Concluding Comments <br /> <br />At the end of this report is a chronological chart of <br />major steps in the citizen participation and application <br />processes. <br />
