The architect shall incorporate into the proposed construction contract documents a designation of all of the different types of construction which will be used for the project; such as Ruilding, Heavy, or Highway in accordance with all local and State laws and practices. For this purpose either the plans, the specifications or both should clear- ly delineate where each type stops and another starts. R. Part IT shall include the preparation by Contractor of plans for the use and operation of the Mental Health/Mental Retar- dation Center in two program areas. Program area one shall include a plan prepared hy Contrac- tor for the operation of the Scheib Mental Health Center as a per- manent function of the San Marcos Outreach Program of the Austin Sta te Hos pi tal. This plan shall be prepared hy the Contractor in sucb form and manner as will be consistent with the overall goals and design for the use of this Mental Health/Mental Retardation facility. The Contractor assures that the use and implementation of this plan is the ultimate reason for its preparation and covenants to prepare a plan which will be valuable as a ref~rence to the persons operat- ing the facility upon its completion. The Contractor further assures that this plan shall, at a minimum, include a detailed ana- l~sis and description of services to be provided in the following areas: I a. The plan shall describe psychiatric and psycholo- ~jcal care to he provided to residents of Hays and Rlanco Counties includin~ the identification of potential and probable case loads, levels of staff requi red, sources of support, mcthods of providing services, and schedules of staff services. b. Medical follow-up of psychiatric medicine shall be described togethcr with potential and probable case loads, type and level of staff, sources of support, mcthods of providing medications and counscling and means of determir~ing schedules of consultants. c. The plan shall descrihe ;ilcoholic and drug abuse counsel.ing scrvicesincl\llI-ing the idc~tificatioll of potential and probable case loads, types of counsel- ing to be provided, sources of services, methods of determining schedules; and follow-up services to be provided.
