<br />PROGRAM NA~nATIVE <br />FART IV <br /> <br />I <br /> <br />OBJECTIVE: <br />The San ~jarcos Municipal Airport, without the bullding area (runway <br />and taxiways only), received little use untll 3 years ago when it <br />was decided to concentrate on its providino; service to this area. <br />Frior to that time, most of the aviation activity took place on <br />Lowman Field, a very inadequate and substandard fa c 11i ty closer in <br />to the City. The building area, too;ether with buildings, was re- <br />tained for the Dept. of Labor (Office of Equal Opportunity). <br /> <br />The proposed Airport Master Flan is to serve as a guide to elected <br />officials and Airport Commission members in the development of <br />slightly more than a thousand acres of land that make up the airport <br />property. The broad objectives to be addressed are as follows: <br /> <br />1. Determine the extent, type and nature of development <br />required to prOVide for future aviation demand in San 11arcos. <br /> <br />2. Evaluate the current Airport site with primary emphasis <br />on land utllization. <br /> <br />3. Determine the needs for the existing runways, taxiways <br />and aprons and what portions of them should be retained for <br />maintenance. The other can be released from maintenance even <br />though such pavement might be rehabilitated in the distant <br />future as usage for aviation increases. <br /> <br />4. Frovide development recommendations consistant with <br />appropriate design standards, criteria and with economic <br />prudence. <br /> <br />I <br /> <br />5. Frovide the study in accordance with appropriate FAA <br />guidance and consistant with local, regional and State <br />comprehensive planning. <br /> <br />BENEFITS ANTICIPATED <br />The Master Plan for San Marcos Municipal Airport should be a guide <br />to airport development and land utilization for the foreseeable <br />future. It should assist elected officials of the City and their <br />Airport Commission members in making decisions appropriate to the <br />development actions and with timino;. This will include the most <br />advantageous use of airport land, probable cost of proposed develop- <br />ment, and possible income from such la.nd utllization. The Plan <br />should anticipate for the local officials many of the questions <br />concerning the Airport over the next 20 years, together with the <br />probable appropriate solutions. <br /> <br />APFROACH <br />The approach to each element of the Master Flan will be covered <br />indiVidually as follows: <br /> <br />INVENTORY OF PROFERTIES.
