If a developer or owner chooses to <br />ask for service beyond the limits of the system, and at some date <br />in the future property is developed utilizing these lines, arrangements <br />would be make whereby a pro-rata cost be paid to the original developer/ <br />owner. <br /> <br />3. Within any subdivision, how should the utilities and streets be provided? <br /> <br />RECOMI'lENDATION: <br /> <br />This should be the responsiblity of the developer/owner, but that the <br />development be in accordance with guidlines and specifications set by <br />the City for and Industrial Park Development. Guidelines should address <br />water, waste water, streets, and street lighting. <br /> <br />4. What standards should be established for utilities, streets, and street <br />lighting for an Industrial Park Development? <br /> <br />RECOMMENDATION: <br /> <br />Standards for utilities, streets, and street lighting should be devised <br />by City Council to accommodate heavier than normal traffic loads, water <br />and waste water lines large enough to accommodate industrial usage, and <br />street lighting to provide adequate safety for the area. <br /> <br />5. Are tax incentives needs to lure industry? <br /> <br />RECOMMENDATION: <br /> <br />The task force, realizing the need for all possible industrial and <br />business development tools for our community, also realizes that by <br />allowing a tax incentive to new industries may not be fair to those <br />industries already located in San Marcos that did not have the <br />opportunity and advantag~,of the tax moritorium. <br /> <br />Therefore, this task force recommends that we continue the present <br />policy of not offering tax incentive programs to new industry at this <br />time. <br /> <br />6. Are there other special facilities needed to attract industry? What <br />type of industry do we want to attract? <br /> <br />RECOMMENDATION: <br /> <br />We recommend that the agencies involved in soliciting industry to San <br />Marcos try to limit their activities to smaller type industries preferrab <br />assembly and light manufacturing, warehouse, and office. Not to try to <br />obtain industry that needs utilities and labor beyond our capability to s <br />7. Should this Task Force take a position on the proposed amendment to allow <br />communities to issue Industrial Revenue Bonds? <br /> <br />RECOMMENDATION: <br /> <br />We recommend to the'City Council and all agencies involved with securing <br />industry and business to San Marcos and Hays County, to support and encou <br />the passage of the Constitutional Amendament allowing political subdiviso <br />to issue revenue bonds to create jobs for its citizens by providing <br />attractive ,and competitive financial packaging. <br />
