114. <br /> <br />Regular Meeting <br /> <br />April 26, 2004 <br /> <br />Page 10 <br /> <br />parking requirements for the CBA. Ms. Narvaiz stated she feels the <br />Council should consider the height restriction recommendations of the <br />Planning and Zoning Commission and wait to include the design guidelines <br />after the downtown master plan is complete. Mr. Mihatkanin stated he <br />supports bringing this item back as an action item. Mr. Mark Taylor <br />stated the earliest the Council can consider this item would be May 24, <br />2004. <br /> <br />Mayor Pro-Tem Montoya introduced a discussion regarding formalizing a <br />Sister City relationship with Monclova, Mexico. Mr. O'Leary stated after <br />visiting and the ongoing training of the Monclova Firefighters by San <br />Marcos Fire and Safety, several Council Members requested a Sister City <br />relationship. Mayor Pro-Tem Montoya stated he supports the Sister City <br />relationship with Monclova, Mexico. He stated he feels this relationship <br />could development into a great economic development opportunity. The <br />Council agreed by consensus to bring this Sister City relationship back as <br />a Resolution at the Regular Meeting to be held on May 10, 2004. <br /> <br />Mayor Pro-Tem Montoya introduced the City Council's Report. 1) Ms. Narvaiz <br />congratulated Ion Rosales on receiving his Eagle Scout. 2) Ms. Narvaiz <br />stated she attended the tree dedication for Jack and Frances Stovall. 3) <br />Ms. Narvaiz stated she attended the Cattle Baron's Ball, which was a great <br />success. 4) Ms. Narvaiz reminded the citizens Cinco De Mayo begins <br />Thursday, April 29, 2004. 5) Mr. Taylor stated he also attended the <br />Cattle Baron's Ball. He stated a lot of money was raised to fight cancer. <br />He also stated the committee did a great job on relocating the event to <br />the Freeman Ranch due to the weather. <br /> <br />Mayor Pro-Tem Montoya introduced an Executive Session pursuant to the <br />Government Code,. Section 551.071, to seek the City Attorney's advice <br />regarding pending litigation, contemplated litigation, a settlement offer, <br />or a matter involving attorney-client privilege (Hays Energy, L.P., Tax <br />Abatement Agreement; Mitchell Center Subrecipient Agreement); and Section <br />551.087, to discuss commercial or financial information that the <br />governmental body has received from a business prospect that the <br />governmental body seeks to have locate, stay or expand in or near the <br />territory of the governmental body and with which the governmental body is <br />conducting economic development negotiations; or to deliberate the offer <br />of a financial or other incentive to such a business prospect (Hunter Road <br />area; Aquarena Springs Drive/Post Road area). Mr. Mihalkanin moved the <br />Council adjourn into Executive Session at 10:20 p.m. and Ms. Narvaiz <br />seconded the motion, which passed unanimously. <br /> <br />Ms. Narvaiz moved the Council reconvene at 1:00 a.m. and Mr. Mihalkanin <br />seconded the motion, which passed unanimously. <br /> <br />Mayor Pro-Tem Montoya introduced for consideration action or direction to <br />Staff on matters discussed in Executive Session.
