Regular Meeting <br /> <br />April 26, 2004 <br /> <br /> 107. <br />Page 3 <br /> <br />Ms. Narvaiz moved for adoption of the Resolution and Mr. Diaz seconded the <br />motion. Dr. Sylvester Perez stated he is the Superintendent of San Marcos <br />Consolidated Independent School District. He stated the school district <br />is considering the purchase of property located at the intersection of Old <br />Bastrop Road and McCarty Lane for a new high school facility, and property <br />donated by Randall Morris for an Elementary School in the finicality of <br />123 and 266. The biggest issue they must address at there sites is <br />safety. They are looking at a traffic impact study and may need traffic <br />lights on 123. They are working with TxDOT hoping to move this priority <br />up on their projects list, and working with the County as well. The <br />school district wants to partner with the City and County with the <br />expenses for infrastructure. Ms. Narvaiz inquired whether this request for <br />Water and Wastewater coincides with the CIP projects. Mr. O'Leary stated <br />the school district has been working with staff, and he feels the timing <br />of the new school will coincide with the Cottonwood Creek Interceptor <br />project. Mr. O'Leary stated generally the developer is required to pay <br />for the infrastructure cost of the project. Water and wastewater is in the <br />area, ~but the developer has to get the service to their property. He also <br />stated this Resolution is to show that the City is working on the project, <br />but the Council will need to decide who will be responsible to pay for <br />what at a later date. Laurie Anderson, Director of Engineering <br />Department, stated this request for water and wastewater is already in the <br />CIP for the 2004-2005 Budget as Phase 1 and Phase 2. The Council then <br />voted unanimously for adoption of the Resolution. <br /> <br />Mayor Pro-Tem Montoya introduced for consideration a public hearing and <br />approval of an Ordinance on first reading, the caption which was read as <br />follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY 0F SAN HARCOS, TEXAS, <br />APPROVING THE ABANDONMENT 0F THE ALLEY BETWEEN THE 1200 BLOCKS OF <br />DELMAR AND CLYDE STREETS; APPROVING THE CONVEYANCE OF THIS ALLEY TO <br />CURT MORRISON; AUTHORIZING THE CITY MANAGER TO EXECUTE A DEED; AND <br />INCLUDINGPROCEDURAL PROVISIONS. <br /> <br />Mayor Pro-Tem Montoya opened the public hearing and asked if anyone wished <br />to speak. 1) Curt Morrison stated he is the applicant requesting the <br />alley abandonment and is present to answer any questions. 2) Dianne <br />Wassenich stated she is not opposed to this request, but she inquired if <br />the Parks and Recreation Department has been made aware of this request. <br />She stated she feels this alley might link to a greenspace trail. Mayor <br />Pro-Tem Montoya asked if anyone else wished to speak. No one did, so <br />Mayor Pro-Tem Montoya closed the public hearing. Ms. Narvaiz moved for <br />approval of the Ordinance on first reading and Mr. Diaz seconded the <br />motion. Mr. Mihalkanin inquired as to whether this alley links to any <br />greenspace. Mr. O'Leary stated all City Departments were notified and <br />reviewed this request. Mr. O'Leary stated this is the alley the previous <br />Council requested be sold to get it back on the tax roll. He also stated <br /> <br /> <br />
