Regular Meeting <br /> <br />April 26, 2004 <br /> <br /> 109. <br />Page 5 <br /> <br />LESS, LOCATED IN THE 5600 BLOCK OF IH-35 SOUTH (H&H INDUSTRIAL PARK <br />TRACT); APPROVING A SERVICE PLAN FOR THIS TRACT; AND INCLUDING <br />PROCEDURAL PROVISIONS. <br /> <br />Mr. Mihalkanin moved for approval of the Ordinance on first reading and <br />Ms. Narvaiz seconded the motion, which passed unanimously (Mr. Thomaides <br />was not present during this vote). <br /> <br />Mayor Pro-Tem Montoya introduced for consideration adoption of a <br />Resolution, the caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING THE ALLOCATION OF 2004 COMMUNITY DEVELOPMENT BLOCK GRANT <br />(CDBG) FUNDING; AUTHORIZING THE CITY MANAGER TO ACT AS THE OFFICIAL <br />REPRESENTATIVE OF THE CITY IN MATTERS RELATED TO THE GRANT PROGRAM; <br />AND DECLARING AN EFFECTIVE DATE. <br /> <br />Ms. Narvaiz moved for adoption of the Resolution and Mr. Thomaides <br />seconded the motion. Mr. Thomaides stated he would like to see the CDBG <br />funds used to construct a sidewalk across the San Marcos River from the <br />Activity Center. Ms. Narvaiz inquired where the extra funding would come <br />from to construct the sidewalk and a bridge for pedestrians along the San <br />Marcos River. Linda Costley, Community Development Program Manager, <br />stated there have been discussions regarding funding the engineering this <br />year and the construction in the Budget for next year. Mr. Mihalkanin <br />stated he supports the idea of dividing the sidewalk projects into three <br />phrases. He stated he supports doing two phases this year and the third <br />phase in next year's budget. Mr. Mihalkanin moved to amend the Resolution <br />to read $150,400.00 for Hopkins Street sidewalk and Mr. Thomaides seconded <br />the motion, which passed unanimously. The Council then voted unanimously <br />for adoption of the Resolution. <br /> <br />Mayor Pro-Tem Montoya introduced for consideration approval of minutes of <br />the Regular Meeting held April 12, 2004, approval of minutes of the <br />Special Meeting held April 19, 2004, approval of one Ordinance on second <br />reading, adoption of two Ordinances on third and final reading, adoption <br />of ten Resolutions, and approval to authorize Change in Services No. 3 in <br />the amount of $46,000.00 related to the Wastewater Treatment Plant <br />Modification Project with CH2M Hill, Inc., on consensus. The Council <br />removed Item 18, adoption of an Ordinance on third and final reading, Item <br />22, adoption of a Resolution and Item 29, approval to authorize Change in <br />Services No. 3 in the amount of $46,000.00 related to the Wastewater <br />Treatment Plant Modification Project with CH2M Hill, Inc., to be <br />considered separately. Mr. Mihalkanin moved for approval of minutes of <br />the Regular Meeting held April 12, 2004, approval of minutes of the <br />Special Meeting held April 19, 2004, approval of one Ordinance on second <br />reading, adoption of one Ordinance on third and final reading, adoption of <br />remaining nine Resolutions, and Ms. Narvaiz seconded the motion, which <br /> <br /> <br />
