The Executive Session adjourned at 6:55 p.m. on Tuesday, July 15, 2008. 0 <br />4. Reconvene and Consider Action on Item Discussed Durine Executive Session. <br />The San Marcos City Council reconvened into regular session at 6:56 p.m. on Tuesday, <br />July 15, 2008. The following direction to staff was required from Executive Session: <br />Council received an economic prospect and possible incentives report. One item is still <br />pending and will be discussed later. <br />5. Invocation <br />Pastor Dennis Spire, of the Calvary Baptist Church, provided the invocation. <br />6. Pledge of Allegiance <br />The assembly recited the Pledge of Allegiance. <br />7. Citizen Comments <br />Danielle McCollum, 1015 Barbara Drive, spoke regarding chained dogs and requested <br />that Council look into this inhumane situation. <br />Kara Sweidel, 1003 W. MLK, spoke regarding the importance of single-stream recycling <br />for improving our quality of life. She stated that she understood that cost is an issue, but <br />noted that the quality of life cannot be put into dollars. <br />Betsy Robertson, 1410 Progress, speaking as Board Chair for Sustainable Recycling, <br />encouraged the Council support single-stream recycling as a way to decrease the amount <br />of waste taken to the landfill. Implementing single-stream recycling is key to the City's <br />environment. <br />Ted Marchut, 200 Camaro Way, thanked the Council for looking into the neighborhood <br />issues. He remarked that there are still some issues, now related to speeding and DUI's. <br />Daniela De Jongh, 120 Thorpe, spoke about single-stream recycling. Currently she has <br />storage issues and cost of gas to take the recycled items to a drop-off place. No citizen <br />should have to go through all the hassle to recycle. She encouraged Council to support <br />single-stream recycling and stated that it should be a basic service. <br />Dianne Wassenich, 11 Tanglewood, displayed a chart showing the percent of <br />precipitation converted to storm flow and base flow. She noted that a 20% impervious <br />cover will result in a loss of one-third of the base flow, which would increase flooding. <br />Sherri Bilson, 2006 Lisa Lane, asked Council to consider rental registration.
