8. Staff Reports <br />Rick Menchaca, City Manager, reported that we have received our July sales tax <br />payment, showing an increase of 1.63% over last July. To date, we have received <br />$12,107,804, an increase of 5% over last year. He also recommended that Council not <br />pursue Wireless Mesh at this time because of uncertain economic time. He reported that <br />the Appropriations Committee has approved $2 million for improvements to the San <br />Marcos Municipal Airport. The bill is ready for consideration by the full Senate. <br />9. City Council Reports <br />Councilmember Bose noted that the City Secretary of Kyle, Minerva Falcon, had passed <br />away, and he remarked that she was a public servant that gave her whole heart to serving <br />the public. He also noted that John Morrissett had passed away, and he noted that he was <br />a quiet community servant. Councilmember Bose attended the Summer in the Park <br />concert this week and a song reminded him of these people. He asked everyone to <br />express their love and concern to those they care about while they live. <br />Councilmember Jones reported that the Senate Appropriations Committee did not fund <br />the Energy Efficiency Block Grant and have referred it back to committee. He <br />encouraged everyone to contact their representatives expressing how important this is for <br />local communities. He also met with the Calaboose Board and has spoken with the City <br />Manager about this. Councilmember Jones also met with 5o students regarding single- <br />stream recycling for apartment complexes. <br />C.J. Morgan, Student Liaison, addressed community policing. He said that expanding <br />host responsibility is overly broad and overly harsh in some respects. He stated that a <br />party can expand from 20 to 100 in a half-hour. Law enforcement should focus on party <br />goers rather than the host. He also reported that he will be attending a Best Practices <br />meeting tomorrow. Their goals are an extensive education and ad campaign, university <br />involvement and community interaction. He has met with residents and discussed a <br />block party to assist in neighborhood interaction. Regarding towing, Mr. Morgan urged <br />the city, property owners and towing companies to change the towing practices. The <br />current practices are unethical and are bad for the city. He thanked the City for being <br />more walkable and more bikeable. He is in favor of single-stream recycling and says it is <br />a step in the right direction. <br />Mayor Narvaiz read from a letter complimenting Parks staff for their efforts in a recent <br />Girls' Fast Pitch Softball Tournament. Mayor Narvaiz reported she had attended a <br />premier showing of the American Widow Project. This is a documentary created by the <br />widow of Sgt. Michael Davis. The logo represents the half of their heart with the folded <br />American flag completing their heart. She attended a CAPCOG meeting and noted there <br />are a lot of needs in the region, but not a lot of money. They will be streamlining the <br />process and make it more user friendly. There will be a presentation on small business <br />insurance at the next meeting.
