to approve the second reading of the ordinance amending Chapter 86, Article 3 of the San • <br />Marcos City Code. The motion carried unanimously. <br />21. Discussion on whether to move the August 5 meeting date due to National Night <br />Out and provide direction to staff. <br />Staff was directed to bring this item back when the date for National Night Out is known. <br />22. Discussion on single-stream recycling and provide direction to staff. <br />Richard Mendoza, Director of Public Works, provided information on single-stream <br />alternatives, benefits and options. <br />Staff was directed to work with TDS to produce amendments to the contract with exact <br />costs and possible revenue for the city. Staff was also directed to move forward on <br />single-stream recycling, work on an RFP for multi-family recycling, and to lay out an <br />educational program. <br />23. Update and discussion on the Community Policing Efforts to Reduce Noise and <br />provide direction to staff. <br />Chief Lisa Dvorak provided the Council with an update on community partnerships and <br />problem solving to address noise and other issues in the neighborhoods. She briefly <br />discussed the short, medium and long-term objectives. The aim is to have an on-going <br />collaboration of the City, Texas State and the community to effect long-term change. <br />Chief Dvorak directed some policy considerations to the Council and requested their <br />direction. <br />• Is the Council interested in a Noise Barrier? Consensus was no. <br />Does the Council want to re-working the Noise Ordinance to address: <br />1) noise extending beyond the property? Consensus was yes. <br />2) expanding host responsibility to unruly gathering? Consensus was yes. <br />3) widening responsibility to partygoers? Consensus was yes. <br />4) officer's authority to disperse an unruly gathering? Consensus was yes. <br />5) streamlining and downsizing current nuisance determination ordinance? <br />Consensus was yes. <br />6) an alternative of civil process, including charging for public services and <br />injunctions? Consensus was yes. <br />Does the Council want to develop a strategic plan? Consensus was yes. <br />24.
