The new plant will <br />treat the expected flow through the year 2000. <br /> <br />Treatment Plant $436,400 <br /> <br />(4) Impacts. No major adverse social or environ- <br />mental impacts are anticipated due to the new <br />treatment plant in Comfort. <br /> <br />(5) Water Rights. The Kendall County WCID No. 1 ob- <br />tains water from six wells near Comfort and aver- <br />age daily consumption at the present time is 0.120 <br />MGD. The wastewater treatment system in Comfort <br />is currently a land application, no discharge pro- <br />cess. A land application system is proposed for i:he <br />new treatment plant and no discharge will result. <br /> <br />~egments 1808 and 1809 - City of San Marcos <br /> <br />(1) <br /> <br />Structural Requirements. <br /> <br />Collection Subplan. An infiltration/inflow analysis <br />has been done by the City of San Marcos in order to <br />determine the causes of excessive infiltration and <br />inflow in the collection system. Repair or replace- <br />ment of lines associated with this study has yet to <br />begin. Preliminary investigations have shown that <br />bypasses were occurring at the main lift station, <br />but further study reveals that the bypasses may <br />result in the lines entering the lift station. Cor- <br />rective action will be taken, once the exact cause <br />is discovered. Additional trunklines are also <br />needed to meet the demands of the growing population <br />in San Marcos. The first stage of these lines is <br />proposed in the 1983 plan. <br /> <br />Treatment System. The chosen subplan for treatment <br />-in San ~1arcos involves interim improvements to both <br />plants, so that they can function through 1982. <br />After that time, the trickling filter plant will <br />be abandoned and all flow will be treated at the <br />expanded contact stabilization plant. <br /> <br />( 2) <br /> <br />Management Requirements. The City of San Marcos is <br />the chosen management agency to continue to own and <br />operate its sewage treatment and collection facili- <br />ties. The City possesses all the necessary powers <br />as described in Section 208 (c) (2) of P.L. 92-500 <br />to function as a local water quality management <br />agency. <br /> <br />II-C-9 <br />
