The" trunk- <br />line additions will serve the expected population <br />growth through the year 1983. No major adverse social or environmental <br />impacts are anticipated due to the plans proposed <br />for San Marcos. The effects of construction are <br />outweighed by the benefits of better wastewater <br />treatment and collection. <br /> <br />(5) Water Rights. The City of San Marcos obtains its <br />water from wells and sells water to others, in- <br />cluding Camp Gary. Estimated water use in 1977 <br />was 5.768 MGD, while sewage flows averaged 3.224 <br />MGD. Under the proposed plan, 3.07 MGD of waste- <br />water will be discharged to the San Marcos River <br />in the year 1983. <br /> <br />e. Segment~810 <br />(1) City of Kyle. <br /> <br />(a) Structural Requirements. No changes or addi- <br />tions are required at the Kyle wastewater treat- <br />ment plant in this subplan. A change is needed, <br />however, in the current permit requirement for <br />TSS. Studies by the Texas Department of Water <br />Resources have revealed that due to the growth <br />of algae in the ponds, higher TSS limits are <br />reasonable for plants usir.g stabilization ponds. <br /> <br />(b) Management Requirements. The City of Kyle has <br />been chosen as the management agency to con- <br />tinue to own and operate the sewerage system. <br />The City possesses all the necessary powers <br />for meeting the requirements of section 208 <br />(c) (2) of P.L. 92-500 for a local management <br />agency. <br /> <br />(c) Costs. No capital expenditures are required for <br />treatment facilities in Kyle, if a permit revi- <br />sion for a higher effluent TSS value is approved <br />by the Texas Department of Water Resources. <br /> <br />II-C-IO <br />
