<br />162a <br /> <br />In order to ascertain all the facts necessary for a proper understanding of <br />what is, or could be, a reasonable rate or compensation, the electric utility <br />shall, upon demand, submit to the City Councilor any other person designated <br />by it, for inspection its books, records and schedules of rates or charges, <br />as well as the rates proposed to be charged, and the City Council shall have <br />full power to compel the attendance of witnesses for any such hearing before <br />the CounciL <br /> <br />For the purpose of evaluating any request for a rate adjustment, the electric <br />utility shall submit to the City Council the following specific information. <br /> <br />A. A'detailed statement of annual operating costs for service within <br />the corporate limits of the City of San Marcos for each of the five <br />previous fiscal years of the electric utility. Such statements shall <br />be certified by a Certified Public Accountant. <br /> <br />I <br /> <br />B. Detailed statements of plant value and plant add.ition for service <br />within the corporate limits of the City of San Marcos for each of the <br />electric utility's previous five fiscal years. All statements of plant <br />value shall represent original cost of equipment, less accumulated <br />depreciation. All statements of plant value shall be certified by a <br />Certified Public Accountant. <br /> <br />C. A detai~ed statement of gross revenues by fiscal year according <br />to all applicable rate schedules, arid from all sources wi thin the corporate <br />limits of the City of San Marcos for the five preceding fiscal years. <br /> <br />SECTION 5. For the performance of the duties of the City Council and the enforce- <br />ment of this ordinance relative to electric utilities, the Council shall have the <br />right to select and engage rate consultants, accountants, auditors, attorneys, <br />engineers, or any combination thereof, to conduct investigations, present <br />evidenee, advise and represent the City Council, and assist with litigation on <br />public utility ratemaking proceedings. <br /> <br />In acccrdance with the Charter of the Ci:ty of San Marcos, and the :haws of the <br />State cf Texas, the electric utility shall bear the full cost of such expert <br />advice and assistance as defined hereinabove as chosen and deemed necessary by <br />the City Council. <br /> <br />I <br /> <br />SECTION 6.
