155. <br /> <br />Regular Meeting <br /> <br />May 10, 2004 <br /> <br />Page 10 <br /> <br />Mayor Habingreither introduced for consideration Item 30, removed from the <br />consent agenda, approval to authorize Change of Services No. 4 in the <br />amount of $285,000.00 regarding the contract with CH2M Hill, Inc. related <br />to the Wastewater Treatment Plant Modifications Project. Ms. Narvaiz <br />moved for approval to authorize Change of Services No. 4 in the amount of <br />$285,000.00 regarding the contract with CH2M Hill, Inc. related to the <br />Wastewater Treatment Plant Modifications Project and Mr. Taylor seconded <br />the motion. Laurie Anderson, Director of the Engineering Department, <br />stated at the last Regular Council Meeting the Council approved the <br />funding. Mayor Habingreither stated he feels once the contractor has <br />identified the appropriate methodology to be used for this Project, he <br />feels a workshop should be held. The Council then voted unanimously for <br />the approval to authorize Change of Services No. 4 in the amount of <br />$285,000.00 regarding the contract with CH2M Hill, Inc. related to the <br />Wastewater Treatment Plant Modifications Project. <br /> <br />Mayor Habingreither introduced a discussion regarding street diverters in <br />the Hughson Heights Neighborhood. Mayor Habingreither stated citizens <br />have signed up to speak regarding this issue. 1) Carlos Rodriguez stated <br />all the traffic studies for this area show there are problems with the <br />volume and speed of traffic. He stated since the diverter was placed, the <br />City has created a problem for the residents of Chaparral and Algarita. <br />2) Gaylord Bose stated he feels the diverter has been beneficial for <br />Hughson Street. He stated Algarita and Chaparral are neighborhood streets <br />and not collector streets. He feels these streets should also have <br />diverters until Craddock construction is completed. 3) C. Jennings <br />stated she has been a resident on Chaparral since 1970. She stated she <br />feels the children of this neighborhood have been put in jeopardy. She <br />stated she would appreciate anything the Council could do to slow down the <br />traffic in her neighborhood. Mr. Thomaides stated he feels this diverter <br />has had a great impact on Hughson Street. He stated he wants to bring the <br />Ordinance back to add diverters on Chaparral and Algarita. Mayor <br />Habingreither stated he feels this problem should be worked out by Staff <br />and then their recommendation provided to the Council for their <br />consideration. He also inquired whether the Engineering Department <br />foresees a solution to this problem. Sabas Avila stated the construction <br />on the intersection of Ranch Road 12 and Craddock Avenue will begin in the <br />summer of 2005. He stated this Project will be completed 18 months later. <br />He stated he is not opposed to adding two more diverters until the <br />construction is completed. Mr. Thomaides stated he is opposed to the <br />diverters being temporary. Ms. Narvaiz stated after the construction on <br />the intersection is finished, she feels Staff needs to monitor the <br />diverters before they are taken down. Sabas Avila stated Staff will do <br />traffic counts before and after the diverters are installed. <br />Mr. Bose stated the Agenda Request Form in the Council packet shows the <br />increase of traffic volume and speed on these streets. Jane Hughson <br />stated on the map Hughson Street looks like a shortcut, and the traffic <br />has to wait a long time before they can turn left. She feels once the <br /> <br /> <br />
