She stated <br />signalization of Craddock and Ranch Road 12 would be safer, but if the <br />Council leaves the diverter on Hughson Street, then they will need to add <br />the other two diverters. Mrs. Tate stated she is resident of Hughson <br />Drive. She feels the diverters are a temporary solution. Dr. James <br />Brett stated he is a resident of Hughson Drive. He stated he feels~this <br />is a personal safety issue. He feels the Council should leave the <br />diverter up until the determination is made that they are no longer <br />needed. Mr. Thomaides supports the diverter on Hughson Drive remaining <br />and to add a diverter on Algarita and one on Chaparral. Mr. Diaz stated <br />he agrees with Mr. Thomaides, but feels this Ordinance change should be <br />adopted on an emergency. Mayor Habingreither stated he feels the <br />intersection on Ranch Road 12 and Craddock Avenue should be corrected as <br />soon as possible. Council agreed by consensus to bring the Ordinance <br />adding the diverters back to the Council on emergency. <br /> <br />Mayor Habingreither introduced the City Council's Report. 1) Mr. Montoya <br />stated these last three years have been rewarding working with the <br />Council. He encouraged all citizens to vote this Saturday, May 15, 2004. <br /> <br />Mayor Habingreither introduced an Executive Session pursuant to the <br />Government Code, Section 551.071, to seek the City Attorney's advice <br />regarding pending litigation, contemplated litigation, a settlement offer, <br />or a matter involving attorney-client privilege (City of San'Marcos vs. <br />Mitchell Center; McCarty and Centerpoint Road improvements; Hays Energy, <br />L.P., tax abatement agreement); and Section 551.087, to discuss commercial <br />or financial information that the governmental body has received from a <br />business prospect that the governmental body seeks to have locate, stay or <br />expand in or near the territory of the governmental body and with which <br />the governmental body is conducting economic development negotiations; or <br />to deliberate the offer of a financial or other incentive to such a <br />business prospect (Airport area; Broadway Street area; Aquarena Springs <br />Drive/Post Road area; Hunter Road area; Area Chamber and Hispanic Chamber <br />prospect reports). Ms. Narvaiz moved the Council adjourn into Executive <br />SesSion at 10:12 p.m. and Mr. Montoya seconded the motion, which passed <br />unanimously. <br /> <br />Mr. Montoya moved the Council reconvene at 11:53 p.m. and Ms. Narvaiz <br />seconded the motion, which passed unanimously. <br /> <br />Mayor Habingreither introduced for consideration action or direction to <br />Staff on matters discussed in Executive Session. Mr. O'Leary stated <br />COuncil provided direction on several items with the Mitchell Center and <br />participation with McCarty and Centerpoint Road improvements. He also <br />stated the Council provided directions for Aquarena Springs Drive area <br />infill incentive and airport contract dispute. He stated the Council also <br />received reports from Area Chamber and Hispanic Chamber. <br /> <br /> <br />
