She stated she is a student at Texas <br />State University-San Marcos and lives on the corner of Hughson Street and <br />Craddock Avenue. She stated she feels the diverter on Hughson Street is <br />inconvenient and causing more problems with the traffic. <br /> <br />Mayor Habingreither introduced the Staff Report. <br />had no report at this time. <br /> <br />Mr. O'Leary stated he <br /> <br />Mayor Habingreither introduced for consideration adoption of an annexation <br />Ordinance on emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />ANNEXING TO THE CITY A TRACT OF LAND CONTAINING 594.128 ACRES, MORE <br />OR LESS, LOCATED NORTHWEST OF THE 3100-3400 BLOCKS OF POST ROAD (AGUA <br />TIERRA TRACT); APPROVING A SERVICE PLAN FOR THIS TRACT; INCLUDING <br />PROCEDURAL PROVISIONS; AND DECLARING AN EMERGENCY. <br /> <br />Ms. Narvaiz moved for adoption of the Ordinance on emergency and Mr. <br />Thomaides seconded the motion. Mayor Habingreither stated citizens have <br />signed up to speak on this item. 1) Mr. Ethridge stated he represents the <br />owners of one of the properties. He encouraged the Council to amend the <br />Ordinance to adopt on three readings. 2) Stanley Hughson stated he was one <br />of the property owners. He also encouraged the Council to adopt the <br />Ordinance on three readings. Mr. Montoya moved to amend the Ordinance to <br />adopt on three readings and Ms. Narvaiz seconded the reading, which passed <br />unanimously.
