Mr. O'Leary stated he Mayor Habingreither introduced for consideration adoption of an annexation Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ANNEXING TO THE CITY A TRACT OF LAND CONTAINING 594.128 ACRES, MORE OR LESS, LOCATED NORTHWEST OF THE 3100-3400 BLOCKS OF POST ROAD (AGUA TIERRA TRACT); APPROVING A SERVICE PLAN FOR THIS TRACT; INCLUDING PROCEDURAL PROVISIONS; AND DECLARING AN EMERGENCY. Ms. Narvaiz moved for adoption of the Ordinance on emergency and Mr. Thomaides seconded the motion. Mayor Habingreither stated citizens have signed up to speak on this item. 1) Mr. Ethridge stated he represents the owners of one of the properties. He encouraged the Council to amend the Ordinance to adopt on three readings. 2) Stanley Hughson stated he was one of the property owners. He also encouraged the Council to adopt the Ordinance on three readings. Mr. Montoya moved to amend the Ordinance to adopt on three readings and Ms. Narvaiz seconded the reading, which passed unanimously. The Council voted unanimously for approval of the Ordinance on first reading as amended. Ms. Narvaiz moved for approval of the Ordinance on first reading and Mr. Taylor seconded the motion, which passed unanimously. Mayor Habingreither introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE CITY'S 2003-2004 BUDGET TO PROVIDE FUNDING FOR THE PURCHASE OF COMPUTER HARDWARE AND SOFTWARE FOR THE MUNICIPAL COURT; AND DECLARING AN EFFECTIVE DATE.
