Regular Meeting <br /> <br />May 10, 2004 <br /> <br /> 152. <br />Page 7 <br /> <br />The motion failed. <br /> <br />Mayor Habingreither introduced for consideration Item 15, removed from the <br />consent agenda, adoption of an Ordinance on third and final reading, the <br />caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING THE TRAFFIC REGISTER MAINTAINED UNDER SECTION 82.067 OF THE <br />SAN MARCOS CITY CODE BY DESIGNATING THE ALLEYS BOUNDED BY HOPKINS <br />STREET, HUTCHISON STREET, LBJ DRIVE AND GUADALUPE STREET AS ONE-WAY <br />ALLEYS; INCLUDING PROCEDURAL PROVISIONS. <br /> <br />Mr. Taylor moved for adoption of the Ordinance on third and final reading <br />and Ms. Narvaiz seconded the motion. Kyle Maysel, Chair of the Parking <br />Advisory Committee, provided the Council with a handout. He stated the <br />narrow alleys have created a problem. He stated the Committee recommends <br />one-way in he narrower alleys. He also stated he has talked with some <br />distributors with the larger delivery trucks, and they would prefer the <br />one-way alleys. Mr. Thomaides stated he feels the Council should approve <br />the one-way alleys and revisit the Ordinance in one year for an update. <br />Mr. Taylor inquired if there was room for two-way traffic in certain <br />portions of the alleys. Sabas Avila, Assistant Director of the <br />Engineering Department, stated it would be too tight. He stated one alley <br />could be two-way traffic, if the utility pole was relocated. Mr. Taylor <br />moved to amend Section 1 to read.., amended to A) designate the alley <br />parallel to N.LBJ Drive from Hopkins Street to Hutchinson Street one-way <br />in a northbound direction, and B) prohibit trucks with an empty gross <br />vehicle weight of 10,000 pounds or more (except authorized emergency <br />vehicles) from entering, from Hopkins Street, the alley parallel to N. LBJ <br /> <br />Drive between Hopkins Street and Hutchinson StreetI, and seconded by Ms. <br />Narvaiz. Mr. Diaz stated he is concerned with emergency vehicles and the <br />proposed amendment. Mr. O'Leary stated this Ordinance would allow <br />emergency vehicles. The Council voted unanimously for approval of the <br />amendment. The Council then voted unanimously for adoption of the <br />Ordinance on third and final reading. <br /> <br />Mayor Habingreither introduced for consideration Item 18, removed from the <br />consent agenda, adoption of a Resolution, the caption which was read as <br />follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING THE DESIGNATION AND RECOGNITION OF THE CITY OF MONCLOVA, <br />COAHUILA, MEXICO AS A SISTER CITY TO THE CITY OF SAN MARCOS; AND <br />DECLARING AN EFFECTIVE DATE. <br /> <br />Ms. Narvaiz moved for adoption of the Resolution and Mr. Thomaides <br />seconded the motion. Mr. Montoya stated the representatives from <br />Monclova, Mexico could not be here tonight due to the Mother's Day <br /> <br /> <br />
