says they have not heard from CONA, they should know CONA has been coming to city hall for
30 years, and it is a two way street. •
Carmen Hileman, P.O. Box 2434, Wimberley, spoke regarding the Hays Caldwell Women's
Center and stated she is the Legal Advocate and staff liaison for the capital campaign
committee. The proposed matching funds will allow them to provide more services to victims.
That program also needs two interns who can provide 220 hours of counseling. It is currently
difficult to schedule clients on a regular basis at the old shelter. Eventually everything will be
housed in the same location, and victims will easily access the services provided. Unfortunately,
the demand for services has increased, but with support they meet the demand.
Diana Baker, 727 Belvin, said she has spent the last three years developing her property. She is
pro business and wants development in town, but certain spots should not be touched. Her house
is on the national register, and it is important for the history of the town. Once it is changed, the
door is opened and cannot be closed.
Marla Johnson, 1606 Palomino Lane, thanked the Council for their support to the Women's
center and encouraged them to consider the matching grant proposal.
James Baker, 727 Belvin, thanked the Council for making Hopkins Street an historic district and
asked them to please focus on maintaining that historic district in that area. Everyone is in favor
of preserving historic properties and to be careful of the future for those property changes.
Amy Madison, 202 N. CM Allen, Executive Director for Economic Development San Marcos, •
reported that last year they embarked on a comprehensive strategic plan for economic
development. 26 community leaders came together and became known as Partners for Progress.
They did a community assessment and learned that economic development, protection of the
environment and collaboration among public entities were high priorities. With the Buie tract,
they hit a home run. It provides opportunities for economic development and protects the
environment. Clustering of the development, cluster corridors and removal of cedar underbrush
to prevent water depletion to the area benefit that land mass. Not many developments have gone
to the lengths they have. They have made major efforts to exceed city requirements and reached
out to the neighborhoods.
Melissa Rodriguez, 2055 Lisa Lane, Director of Roxanne's House, reported that services
increase every year and confidentiality is a big issue.
Shawn Blakely, 420 Craddock, stated he is for property rights, but he has seen sprawl first hand.
San Marcos has done things the right way and not beholden to special interests. He noted there
has been talk about the small shops that will go into the development. But those businesses don't
pay much and won't bring much. We have the live down and the play down, but we don't have
the work down. The Council has the opportunity to send the right message. If they send the
wrong message and govern against the will of the people, then they should not be surprised in
November.
RM051810 Minutes Page 6
