He asked if this will send <br />. the right message to our homeowners that we will build what we want to build. <br />Betsy Robertson, 1410 Progress, proposed the Council deny the Buie request and use this as a <br />prototype for the smart code we are exploring in the downtown. Otherwise, this opens the door <br />to very dense development next to single - family homes without enough buffering. If the smart <br />code is used, then maybe both sides could win. <br />Lynny Moore, 1513 Marlton, has been here five years, and she has explored every part of that <br />area. The warbler is part of that area, and she was blown away when the land was cleared for <br />agricultural reasons and the cows never showed up. She stated this looks suspicious. The <br />developer is requesting a change in designation from low density to mixed use. She doesn't see <br />any change that necessitates this. She asked if there is a shortage of this designation in the <br />community and noted that existing apartments are not full and not even close to full. She asked <br />if this is essential to the community. If we don't need more multi - family, then we don't need this <br />change, especially in such a sensitive recharge zone. <br />Steve Harvey, 1 l 16 Mountain View, stated that he knows we need places for people to live. <br />There are also services that we should welcome. Density can be a good thing, but there are also <br />some environmental issues. If the Horizons Master plan is good then we should update it, but go <br />through the process. This is a special part of our community in terms of caves, sinkholes etc. <br />Regarding the neighborhood issues, the City should think about the neighborhood impact: can <br />you sleep at night, are there expectations that should be maintained. Also, property values are <br />. affected; there is a social impact as well, such as children walking to school. <br />Dr. Jeanette Passty, 2028 Ramona Circle, stated her concerns with college students that have <br />moved into the neighborhood, resulting in a degradation of the quality of life on her street. She <br />picks up hard liquor bottles and Styrofoam food containers daily. It has changed the character of <br />her single - family community. She reported there is a cave on Bishop that goes directly into the <br />aquifer and into Wonder World Cave. Before the City does anything that affects this <br />environment, we should look at what is inside. She asked the Council to please consider our <br />quality of life. <br />CONSENT AGENDA <br />9.
