5. Presentation and discussion on Strategic Transportation Infrastructure Planning • <br />Process, and provide direction to staff. <br />Mike Weaver, with Prime Strategies, presented to the Council the strategic transportation <br />infrastructure planning process. He stated the staff goals identified strategic project priorities <br />and developed consistent and comprehensive messages about future projects, ensuring they are <br />fundable and implementable. Transportation efforts are underway and ongoing. However, there <br />is a funding crisis and local options are limited. As a first step, staff identified 53 transportation <br />projects. These had not been prioritized within timeframes and implementation timeframes had <br />not been strategically defined. Also, many of our road projects are on the state highway system. <br />In the evaluation process they discussed how local projects impact regional mobility along with <br />funding constraints. Evaluation criteria included safety, mobility, economic development, <br />significance to the community and to the region, and the cost range. The staff was able to <br />identify a list of strategic corridor initiatives that supported the long -term development of San <br />Marcos. Some of these initiatives include IH -35, Hopkins, Aquarena Springs (Loop 82), the <br />corridor east of IH -35 (SH 123) to connect SH 130 to San Marcos, and the SH 21 extension to <br />relieve the IH -35 corridor. They also looked at support gateways for downtown (CM Allen and <br />Guadalupe /LBJ) and transit corridors. <br />6. Invocation <br />Pastor Derrick Berm, with the Greater Bethel Baptist Church, provided the invocation. • <br />7. Pledge of Allegiance <br />Councilmember Terry led the assembly in the Pledge of Allegiance. <br />8. Citizen Comments <br />John Hohn, 110 E. San Antonio, thanked Council for funding the pilot program for the river <br />clean up. Based upon his experience cleaning the river, he has invented several pieces of <br />equipment. He gave to city the "Official San Marcos River Clean The Trash Off The Bottom Of <br />The River" stick. <br />Griffin Spell, 1610 N. IH 35 4321, spoke on the Buie tract. He expressed his concerns about the <br />project being in competition with the City's Horizon Master Plan and the Land Use Code. He <br />stated this property should remain Low Density Residential. The current request would triple the <br />number of units in an area which is environmentally sensitive. This will send an improper <br />message that the City cannot be trusted to provide a clear plan for the future. This does not <br />comply with our master plan. <br />Shawn Blakeley, 420 Craddock, stated he knows what residents will be experiencing if the Buie <br />tract passes. Craddock Avenue, after the bars have closed, becomes a drag strip. He deals with <br />beer bottles and cans and other trash thrown into his yard.
