Family Residential District to "MU" Mixed Use District; and inc luding proced
is provisions; and consider adoption of Zoning Ordinance 2010 -25.
MOTION: Upon a motion made and seconded, the City Council voted four (4) for and three (3)
opposed, with Councilmembers Thomaides, Jones and Bose voting against, to adopt Ordinance
2010 -25, as previously captioned. The motion carried.
Agenda items 19 — 24 were heard and considered together.
Mayor Narvaiz opened the Public Hearing at 8:56 p.m.
Carol Grimm, 612 Dale, stated she opposes the changes to the Buie tract. She has been involved
in several master plans to guide the growth of San Marcos. During the development of the
current master plan she attended many meetings. This plan serves as a community consensus of
the long range vision of what it will look like in the future. She requested the Council to assist
with the preservation of the single- family character of existing neighborhoods by controlling new
growth. Different densities should be allowed only as long as they do not encroach into the
neighborhoods. She asked that the Council make San Marcos a place where people will want to
come.
Sherri Bilson, 2006 Lisa Lane, asked the Council to try and protect existing established
neighborhoods, based on the fact that they would be single- family neighborhoods. She asked for
help to maintain that. She stated this project will create more traffic. Middle class people have a
right to live in peace.
•
Stacie Hackler, 401 Packsaddle Pass, spoke on item #24 and stated this will give San Marcos the
type of upscale development it needs. This will make a positive impact.
Don Nash, 2408 Willow Arbor, stated that he was here as a citizen and that Wells Fargo is not
affiliated with this project. It is his hope and desire that all people will find San Marcos a place
to live, work and play. He has no doubt the city will continue to grow, and maintenance costs
will continue to grow as well. There are two choices: one is to finance growth; the other is to
oppose planned growth and face raised taxes. Planned growth can be accomplished. He noted
that this project met the criteria of Planning and Zoning and TCEQ.
Camille Phillips, P.O. 624, San Marcos, stated that these apartments are not in the master plan.
This will stress the three established neighborhoods and send people to Kyle and Buda. There is
a bat colony there. She stated that we need to bring buyers to our community. There is no place
for employees to live. Zoning is discretionary, and she asked the Council to please vote this
down.
John McBride, 703 Franklin, reported that he had supported the Wonder World Drive extension.
The City paid extra money to get right -of -way in order to cut down the number of curb cuts. He
thought this applied to the whole project, and stated the intent was not to dump 400+ apartments
onto three neighborhoods. He asked the Council to be true to the citizens of this town who
fought so hard for a major transportation project. They would not have done so if they thought
RM050410 Minutes Page 7
