<br />18e'-e <br /> <br />31. Preliminary Plat: The first or introductory plat of <br />a proposed subdivision, and which shall be prepared <br />and submitted in accordance with this Ordinance. <br /> <br />32. Pub Ii c Parks: Land dedi ca ted to, or purchas ed by, the <br />City for the purpose of providing public recreational <br />and/or open areas. <br /> <br />33. Public Right-of~Way~ A public right-of-way is a <br />strip of land used or intended to be used, wholly or <br />in part~ as a public street, alley, crosswalk way, <br />sidewalk, or drainage way. <br /> <br />I <br /> <br />34, Reserve Strip: A privately owned strip of land, <br />normally one foot (I') in depth, adjacent to a public <br />right-of-way or easement preventing the extension of <br />said right-of~way or easement without the expressed <br />consent of the owner, <br /> <br />35. Shall, May: The word "shall" is always mandatory while <br />the word "may" is merely permissive. <br /> <br />36. Steep Slope: Areas that contain slopes over fifteen <br />percent (15%) grade and are characterized by increased <br />runoff, erosion, and sediment hazards, <br /> <br />37, Street: A public right-of-way which provides primary <br />vehicular access to adjacent land, whether designated <br />as a street, highway, thoroughfare, parkway, throughway, <br />avenue, lane, bouvelard, road, place, drive, or however <br />otherwise designated. <br /> <br />a, An Arterial Street is used primarily for fast or <br />heavy traffic and designated in the Master Plan <br />as a Major Thoroughfare. <br /> <br />b. A Collector Street primarily carries traffic from I <br />the minor streets to the major system or arterial <br />streets and highways, including the principal <br />entrance streets for circulation to schools, parks, <br />and other community facilities within such a develop- <br />ment, and also including all streets which carry <br />traffic through or adjacent to commercial and <br />industrial areas. <br /> <br />c. A Marginal Access Street is a minor street which is <br />parallel to and adjacent to an arterial street, <br />which primarily provides access to abutting properties <br />and protection from through traffic. <br /> <br />d. A Minor Street is one used primarily for access to <br />abutting residential property and designated in <br />the Master Plan as a Local Street. <br /> <br />38. Subdivider: Any person or any agent thereof dividing <br />or proposing to divide land so as to constitute a <br />subdivision as that term is defined herein. In any <br />event, the term "subdivider" shall be restricted to <br />include only the owner, equitable owner, or authorized <br />agent of such owner or equitable owner, of land bought <br />to be subdivided. <br /> <br />39. Subdivision: The term subdivision shall mean the <br />division of land into two (2) or more parts for the <br />purpose of transfer of ownership or building development. <br />All transfers of ownership, division, or developments <br />of land shall be governed by this Ordinance except the <br />following, which are specifically excluded: <br /> <br />I <br />
