B. Duties and responsibilities of a public officer; to wit: City Manager, City Clerk, City <br />Attorney, and Municipal Court Judge. <br />C. Deliberation on offers of possible incentives to entities considering locating or expanding in <br />the San Marcos community. <br />4. The Executive Session adjourned at 7:20 p.m. on Tuesday, June 1, 2010. No action was <br />required from Executive Session. <br />5. Invocation <br />Rev. Gary Smith, with Christ the Redeemer Church, provided the invocation. <br />6. Pledge of Allegiance <br />Councilmember Bose led the assembly in the Pledge of Allegiance. <br />7. Citizen Comments <br />Reen Waterman, spoke in support of a mixed use zoning for the Buie tract. <br />This is a good utilization of the property. The extension of Wonder World Drive changes the <br />character of area. It is a major artery and mixed use is ideally situated along this corridor. When <br />developed and built, the same people that are currently against this change will shop at these <br />stores because they will be so convenient. This will bring jobs and a needed tax base. He <br />commended the City Council for their courage, and asked them to please consider the entire <br />community. 0 <br />Anita Fuller, 121 Kathryn Cove, spoke in favor of the proposed creation of a Neighborhood <br />Commission. She believes that San Marcos would be better served by a commission that <br />representing all neighborhoods and all nine sectors established by the Horizons Master Plan. She <br />also believes a commission guided by the City Council will better promote community <br />awareness and foster a better University /City relationship that will provide solutions to discord <br />that some neighborhoods experience because of the transient nature and unique culture of <br />younger residents. A city commission will have the advantage and a broader overview of the <br />City's goals and objectives as it identifies neighborhood related projects and resources required <br />to support and maintain them. This commission would be a better resource for Achieving <br />Community Together and will help the City to overcome the poor image that it projects to <br />potential businesses and developers. <br />Marla Johnson, 1606 Palomino Lane, Executive Director of the Hays Caldwell Women's Center <br />thanked the Council for considering a matching grant. She stated they have the most efficient <br />plan possible that will yield the most services. They plan to expand to include Roxanne's House <br />and provide additional educational services. They will double non - residential services, and she <br />noted that the demand for services is growing by 22 %. They have worked diligently with <br />community leaders to help design the best facilities possible to meet the urgent need. She <br />reminded the Council that they won't receive any funds until they receive equal funds from other <br />entities. 0 <br />RM060110 Minutes Page 2 <br />
