Patrick Price, 838 S. Loop, stated that he serves on the Capital Campaign Cabinet for the Hays <br />. Caldwell Women's Center. He remarked that it is a tremendous opportunity for them to receive <br />this matching grant of $500,000. He reported on the statistics for Roxanne's House, which is for <br />the forensic interviewing of children, and stated services have increased by 100% since their <br />peak load in 2007. <br />Elva Gonzalez, 1201 Mountain View, stated she has been employed at the Hays Caldwell <br />Women's Center for years and has seen the critical work they do. Utilizing all the resources <br />available allows them to meet the critical needs of victims. They need more space and offices <br />and need matching funds to maximize their services. <br />Carlos Mercado, 655 Landa, New Braunfels, representing the Comal County Senior Citizens <br />Center, stated he represents low income people, the handicapped, and the disabled. His funding <br />request for $25,000 will help about 25 people. The added benefit of the program will hire people <br />from the City, such as licensed plumbers, electricians, etc. <br />Carole Belver, 1711 Palomino Lane, stated that Community Action and the City of San Marcos <br />partnered to create a senior center, and they have provided services there for over 30 years. <br />Phase 1 of the building was completed in 2003, and they are now looking at Phases 2 & 3. They <br />have in mind a drive through, will come off Georgia Street and will have an additional parking <br />lot. She also reported the 77% of their clients are San Marcos citizens. <br />Matt Akins, 923 Sycamore, thanked the Council for the new bike lanes on CM Allen to improve <br />• mobility and to get people outside and exercising. This is a wonderful road project that <br />happened unexpectedly. <br />Sven Fuhrmann, P.O. Box 684, reported that he serves on the board of the HCWC. He pointed <br />out his T -shirt that says "life is good ". He wished everyone could wear this t -shirt, but in the <br />community many cannot wear this t -shirt because of their life circumstances. Because of the <br />matching fund, more and more citizens might have the opportunity to walk around town showing <br />similar signs that life is good, especially those that are currently challenged in life. <br />8. Discussion on the proposed creation of a Neighborhood Commission, and provide <br />direction to staff. <br />Chuck Swallow, Director of Development Services, reminded the Council that they had held two <br />previous discussions about the possibility of creating a Neighborhood Commission in the City of <br />San Marcos. After the most recent discussion, the City Council directed staff to develop a <br />Neighborhood Commission concept plan. He proposed that the commission would be comprised <br />of eleven voting member appointed by the City Council; nine members would be citizens, each <br />representing one of the nine sectors established by the Horizons Master Plan. The additional two <br />commissioners would be a representative nominated by the Texas State University Associated <br />Student Government and a representative nominated by the Texas State University Division of <br />Student Affairs. They would serve as an advisory body to the City Council and would possibly <br />is collaborate with other Boards and Commissions and neighborhood groups to seek solutions to <br />common problems and issues. <br />RM060110 Minutes Page 3 <br />
