66-a I WHEREAS, each and all of the members of the City Council of the City of San Marcos, Texas, was duly and sufficiently notified, officially and personally. in advance. of the time. place and purpose of this meeting; and WHEREAS. proper notice of this meeting has been duly and timely posted as provided by law; and WHEREAS, the Bond Ordinance authorizing the issuance of $310,000 CITY OF SAN MARCOS, TEXAS. GENERAL OBLIGATION BONDS. SERIES 1974. was passed on the 16th day of January, 1974; and WHEREAS. the Follow-Up Ordinance approving and allowing the calim of $15,000 of the City of San Marcos Certificates of Obliga- tion, Series B of 1972. was passed on April 17, 1973; and WHEREAS, two members of the City Council were absent at each meeting; and WHEREAS, it is deemed to the best interest of the City to confirm and ratify all the provisions of the above mentioned Ordi- nances passed at the meetings of January 16, 1974 and April 17. 1973; and WHEREAS, the urgent necessity for authorizing the issuance of the above mentioned bonds and the approving and allowing of the claim of the Certificates of Obligation for said City requires that this Ordinance be passed as an emergency measure for the immediate preservation of the public peace. property. health, welfare and safety of said City and its inhabitants; therefore; BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS: That each and all of the provisions of the Ordinances passed on January 16, 1974 and April 17, 1973, including the tax levy provision, are hereby and all things confirmed, ratified and validated as of this date. Because of the emergency recited in the preamble hereof, this Ordinance shall take effect immediately upon its passage. and it is so ordained.
