an end all performances to be rendered under this contract by notifying the other party hereto in writing of such termination at least thirty (30) days prior to the effective date of termination. Should neither party exercise its right to terminate, this contract shall terminate in accordance with Sections III, V, or VIII, whichever first results in termination~ Upon terminal:ion or receipt of notice to terminate, whichever occurs first, t:he Contractor shall cancel, withdraw, or otherwise terminate any outstanding orders or subcontracts which relate to the performance of th:is contract and shall otherwise cease to incur costs hereunder. In no event shall the Department be liable to the Contractor or the Contractor's creditors for expenses incurred after the termination date. SECTION XXVI.
