<br />48-a <br /> <br />WHEREAS, the Harris County Mayor's and Councilmen's Association <br />is composed of city officials banded together for the mutual benefit <br />of all citizens in Harris County, and <br /> <br />WHEREAS, the regulation of public utilities is a problem with <br />which all Harris County Cities, large and small, have great and <br />continuing difficulty, and <br /> <br />WHEREAS, Texas is the only one of the fifty states that <br />provides no agency at the state level for regulating utilities, <br />and <br /> <br />I <br /> <br />WHEREAS, the current state of the law in Texas is grossly <br />inadequate for the regulation of privately owned utilities, and <br /> <br />WHEREAS, it is the concensus of the Harris County Mayor's <br />and Councilmen's Association that legislative action is neces- <br />sary to resolve the eontinuing problem of utility regulation in <br />Texas, and <br /> <br />WHEREAS, the support of the Texas Municipal League is <br />vital to the passage of such legislation; <br /> <br />NOW, THEREFORE, be it resolved by the Mayor's and Council- <br />men's Association of Harris County, that the 14th Region of the <br />Texas Municipal League is urged to take the necessary steps to <br />place on the agenda of the 1974 Convention of the Texas Munic- <br />ipal League endorse and actively support legislation to create <br />an agency, at the state level, for the Regulation of rates and <br />the quality of service of privately owned utilities in Texas. <br /> <br />BE IT FURTHER RESOLVED that such legislation shall contain <br />provisions for: <br /> <br />1. Regulation, at the state level, of utilities serving <br />unincorporated areas. <br />2. Regulation, at the state level, of intrastate long <br />distance telephone service. <br />3. Regulation, at the state level, of utilities within <br />Municipalities at the option of the Municipality <br />concerned. <br />4. Strengthening of laws under which utilities are <br />regulated by establishment of uniform standards to <br />be applied in the regulatory process. <br />5. Protection for cities in operation of municipally <br />owned utilities. <br />6. Adequate staffing and funding of the regulatory agency. <br />7.
