<br />96 <br /> <br />ORDINANCE NO. 1974 - 68 <br /> <br />I <br /> <br />AN ORDINANCE OF THE CITY OF SAN MARCOS, TEXAS, AMENDING <br />THE CODE OF ORDINANCES OF THE CITY OF SAN MARCOS, BY ADDING <br />A NEW CHAPTER NUMBERED CHAPTER 31 AND ENTITLED "MUNICIPAL <br />AIRPORT"; PROVIDING IN SAID CHAPTER AN ARTICLE 1 ENTITLED <br />"AIRPORT COMMISSION"; ESTABLISHING AND CREATING AN AIRPORT <br />COMMISSION FOR THE CITY OF SAN MARCOS, DESIGNATING THE <br />MEMBERSHIP AND QUALIFICATIONS OF THE INDIVIDUALS SERVING <br />ON SAID COMMISSION, OUTLINING THE POWERS AND DUTIES OF <br />SAID COMMISSION, AND SETTING LIMITATIONS OF SAID COMMISSION'S <br />POWERS AND DUTIES. <br /> <br />WHEREAS, the City Council of the City of San Marcos desires to create an <br />airport commission to advise the Council in the management, operation and <br />planning of the Municipal Airport of the City of San Marcos; and, <br /> <br />WHEREAS, the City Council of the City of San Marcos desires to establish by <br />Ordinance the terms, powers and conditions governing the functions of that <br />commission; now, therefore, <br /> <br />BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS: <br /> <br />SECTION 1. That the Code of Ordinances of the City of San Marcos, be and is <br />hereby amended so as to create a new chapter in said code numbered Chapter 31, <br />entitled "Municipal Airport', and adding to said Chapter an Article 1, entitled <br />"Airport Commission", so that Chapter 31, Article 1 of said code shall read <br />as follows: <br /> <br />CHAPTER 31 <br /> <br />MUNICIPAL AIRPORT <br /> <br />I <br /> <br />ARTICLE I <br /> <br />Airport Commission <br /> <br />Section 31-1. Definition. <br />For the purposes of this article, the term commission shall mean the <br />San Marcos Airport Commission. <br /> <br />Section 31~2. Creation. <br />There is hereby created An Airport Commission to be known as the <br />San Marcos Airport Commission. <br /> <br />Section 3l~3. Composition; Qualifications and Appointments of Members. <br />The Airport Commission shall consist of five members. One member of <br />the Commission may be a non-resident of the City of San Marcos; all <br />other members of the Commission shall be residents of the City of <br />San Marcos. Membership to the Commission shall be established by <br />appointment by the City Council and appointments shall be made at the <br />first regular meeting in January and shall serve for a period of two <br />years. Vacancies shall be filled by appointment by the City Council <br />for the unexpired portion of the term to be filled. In creating the <br />first commission, three members shall be appointed to serve until <br />January 1, 1977, and two members shall be appointed to serve until <br />January 1, 1976. <br /> <br />I <br /> <br />Section 31-4. General Powers and Duties. <br />The Airport Commission shall be an advisory body to the City Council. <br />It may establish its own rules and regulations for its meetings and <br />proceedings. Its recommendations may be presented to the City Council <br />from time to time by filing such recommendations with the City Secretary <br />of the City of San Marcos. The Airport Commission shall advise the <br />Council and make recommendations on the following topics: <br />
