Use construction materials and utility equipment that <br />are resistant to flood damagel and <br />b. Use construction methods and practices that will <br />minimuze flood damage. <br />SECTION .9: New construction or substantial improvements, <br />including prefabricated and mobile homes,shall: <br />a. Be protected against flood damagel <br />b. Be designed (or Illodified) .and anchored to prevent <br />flotation, collapse, or lateral movement; <br />c. Use construction materia1s.and utility equipment that <br />are resiatant to flood damage; and <br />d. Use constrtlction Illethods and practices that will <br />minimize flood damage. <br />SECTION 10. New construction or stlbstantial improvement <br />of residential structures shall have the lowest floor higher than <br />the water surface elevation at that point of a flood with a one <br />percent chance of occurring during any year, as officially provided <br />by FIA for administration of the National Flood Insurance program in <br />this city. <br />SECTION 11: New construction or substantial. improvement <br />of non-residential structures shall have the lowest floor higher <br />than the water surface elevation at that point of a flood with a <br />one percent chance of occurring during any year, as officially <br />provided by FIA for administration of the National Flood Insurance <br />program in this city. <br />SECTION 12: Until a floodway has been designated for a <br />specific flood plain area, no building or new use, including <br />lnadfill, shall be permitted until the applicant has demonatrated <br />that the propoaed building, landfill, or new uae, when combined <br />wi th all other existing and anticipated flood plain uses, w;ill <br /> <br />I <br /> <br />I <br />
