<br />I <br /> <br />I <br /> <br />I <br /> <br />-3- <br /> <br />l03-b <br /> <br />SECTION 5: All subdivision plats empracing proposed <br />development of portions of any areas officially identified as <br />having special flood hazards must be approved prior to development. <br />Approval shall indicate that the requirements of this ordinance <br />have been met unless, for supportable reasons, exceptions have <br />been granted by the City following appea~ and adjustment proce- <br />dures provided herein. Subdivisions or other proposed new develop- <br />ment shall be required to: <br />a. Be consistent with the need to minimize flood damage; <br />b. Locate, elevate, and construct all public utilities <br />and facilities, such as sewer, gas,ceilecttical, and <br />water systems, so a.s to minimize or eliminate flood <br />damage; <br />c. Provide adequate drainage so as to reduce exposure <br />to flood hazards; and <br />d. Locate and elevate streets and curbing, and locate <br />size, and shape lots in a manner which will permit <br />each lot to provide an adequate building site for <br />residential or non-residential building as proposed, <br />in conformance with the building permit requirements <br />contained herein. <br />SECTION 6: Official flood plain delineations and delinea- <br />tions of floodways denoting limits of permissible floodflow- <br />restricting developments shall be clearly shown on all plats <br />submitted for approval wherever such plats contain flood plain <br />and floodway segments. <br />SECTION 7: Permits shall be required prior to start of <br />construction or new use for all new construction or substantial <br />improvements, change of use, or landfill within any officially <br />identified special flood hazard area. Issuance of a building <br />permit shall indicate that the requirements of this ordinance have <br />been met unless, for supportable reasons, variances have been <br />granted by the city followirigthe appeal and adjustment procedures <br />provided herein. <br />
