I I I -3- l03-b SECTION 5: All subdivision plats empracing proposed development of portions of any areas officially identified as having special flood hazards must be approved prior to development. Approval shall indicate that the requirements of this ordinance have been met unless, for supportable reasons, exceptions have been granted by the City following appea~ and adjustment proce- dures provided herein. Subdivisions or other proposed new develop- ment shall be required to: a. Be consistent with the need to minimize flood damage; b. Locate, elevate, and construct all public utilities and facilities, such as sewer, gas,ceilecttical, and water systems, so a.s to minimize or eliminate flood damage; c. Provide adequate drainage so as to reduce exposure to flood hazards; and d. Locate and elevate streets and curbing, and locate size, and shape lots in a manner which will permit each lot to provide an adequate building site for residential or non-residential building as proposed, in conformance with the building permit requirements contained herein. SECTION 6: Official flood plain delineations and delinea- tions of floodways denoting limits of permissible floodflow- restricting developments shall be clearly shown on all plats submitted for approval wherever such plats contain flood plain and floodway segments. SECTION 7: Permits shall be required prior to start of construction or new use for all new construction or substantial improvements, change of use, or landfill within any officially identified special flood hazard area. Issuance of a building permit shall indicate that the requirements of this ordinance have been met unless, for supportable reasons, variances have been granted by the city followirigthe appeal and adjustment procedures provided herein.
