ANIMAL SHELTER Since the area is undeveloped, annexation would result in no impact on this department. LIBRARY The annexation of the site would create no impact on the Library as it already provides s~rvices-to all Hays County residents. An eventual branch library or bookmobile service might be considered. UTILITIES No impact would result by annexation as the' site is Undeveloped. TAX Taxable revenue from the remaining Portion of Area F would be $566.00 per year. ECONOMIC DEVELO'PMENT Due to the environmental concerns regarding the flood plain and floodway, there are limitations on the growth of the site due to the necessary engineering requirements. However, the portion lying in the flood plain but not in the floodway, adjacent to the present city limits would lend £tself to Commercial and/or Industrial uses with proper building controls as it lies in close proximity to IH~35 North. PLANNING STAFF COM~ENTS In viewing the proposed annexation site, staff feels there is limited positive benefit to be gained by annexing the site at this-time. Major concern is with development relating to the amount og the property lying within the floodws~ as the City should control development within floodways to insure no additional flooding effects. The City has a qreater opportunity to exercise this control, however, if the area i-s w~thi~n the city limits. The area adjacent to IH~,35 is conducive to Commercial and Iindustrial growth~ hut due to ths lack of utilities at this time, growthmay be delayed. The City-should consider extension of utilities along IH-35 to encourage growth in that area if they so desire.
