ANNEXATION STUDY <br />Portion of site F <br />Page ~ 3 <br /> <br />PARKS AND RECREATION <br /> <br />No impact would be felt by' annexation of this site. <br /> <br />ANIMAL SHELTER <br /> <br />Since the area is undeveloped, annexation would result in no impact <br />on this department. <br /> <br />LIBRARY <br /> <br />The annexation of the site would create no impact on the Library <br />as it already provides s~rvices-to all Hays County residents. An <br />eventual branch library or bookmobile service might be considered. <br /> <br />UTILITIES <br /> <br />No impact would result by annexation as the' site is Undeveloped. <br /> <br />TAX <br /> <br />Taxable revenue from the remaining Portion of Area F would be <br />$566.00 per year. <br /> <br />ECONOMIC DEVELO'PMENT <br /> <br />Due to the environmental concerns regarding the flood plain and <br />floodway, there are limitations on the growth of the site due to the <br />necessary engineering requirements. However, the portion lying in <br />the flood plain but not in the floodway, adjacent to the present city <br />limits would lend £tself to Commercial and/or Industrial uses with <br />proper building controls as it lies in close proximity to IH~35 North. <br /> <br />PLANNING STAFF COM~ENTS <br /> <br />In viewing the proposed annexation site, staff feels there is <br />limited positive benefit to be gained by annexing the site at <br />this-time. Major concern is with development relating to the <br />amount og the property lying within the floodws~ as the City <br />should control development within floodways to insure no additional <br />flooding effects. The City has a qreater opportunity to exercise <br />this control, however, if the area i-s w~thi~n the city limits. The <br />area adjacent to IH~,35 is conducive to Commercial and Iindustrial <br />growth~ hut due to ths lack of utilities at this time, growthmay <br />be delayed. The City-should consider extension of utilities along <br />IH-35 to encourage growth in that area if they so desire. <br /> <br /> <br />
