RFA 210 -006 <br />ACH Direct Origination: Customer has the ability to create NACHA formatted files. Customer <br />prepares and transmits a NACHA formatted file to the bank via PC, or mainframe (Secure File <br />Transport*, Connect Direct or Connect Enterprise). File confirmations (Cnotes) will be transmitted <br />or faxed to customer for file validation. For customers originating check conversion (Accounts <br />Receivable Check Conversion (ARC), Point of Purchase (POP), the customer has the ability to <br />create Perfect Parsing formatted files. <br />Deadlines: Same Day - 6 p.m. CT, One Day - 8 p.m. CT, Two Day * - 11 p.m. CT <br />* Two Day files recommended for payroll. <br />Internet ACH: Customer creates, and manages an ACH database that is housed on a Wells <br />Fargo server. Database is accessed through customer's Internet Service Provider (ISP) No File <br />Confirmations (Cnotes) are provided. <br />Deadlines: One Day - 8 p.m. CT, Two Day * - 8 p.m. CT <br />*Two Day files recommended for payroll. <br />2. What is the policy on and handling of ACH returned items? <br />Wells Fargo makes available an ACH Return /NOC report. This report provides detailed <br />information on all returned ACH transactions. Automatically matches your return items to the <br />original transactions. You can view a settlement summary or full details about each return, <br />including transaction detail for ACH Returns both inside and outside the U.S., contested /corrected <br />dishonored returns, NOCs, dishonored returns, redeposits, and refused NOCs. <br />3. Can ACH items be future dated? <br />Yes, Wells Fargo provides up to 45 days ACH transaction warehousing capability so the effective <br />date of a transaction may be up to 45 days in the future. Same day transactions are only allowed <br />for Wells Fargo accounts. Transactions destined for other financial institutions must have next <br />day or future settlement date. <br />4. What specific filters and blocks are available on the accounts? Define and <br />describe all your fraud filter options. <br />Our ACH Fraud Filter is the tool we offer to protect you against unauthorized debits. The Fraud <br />Filter does not match ACH debits against an issue file. Instead, the system automatically rejects <br />any transaction that you have not specifically pre- authorized. <br />During the implementation phase, you identify recurring ACH entries that are authorized to debit <br />your account. After your implementation is complete, you can then use our online CEO portal to <br />create additional pre- authorizations. This provides an easy and quick way for your staff to <br />authorize new transactions. <br />The City has two options for setting dollar limits. <br />Set a predetermined dollar limit for all transactions. Those transactions under the <br />predetermined dollar amount are paid, while those over the predetermined dollar amount <br />are stopped and reported to you. <br />
